Job Summary
Description
This position is responsible for inspecting construction sites for compliance with city codes and project specifications.
Major Duties
- Provides supervision of public works and subdivision construction projects by performing on-site inspections reviewing plans addressing plan discrepancies and issues of non-compliance and meeting with contractors.
- Inspects asphalt paving projects (resurfacing patching etc.) on City maintained roads and subdivision construction projects.
- Inspects city-owned bridges and assists in maintaining related records; records and enters data into the FHWA bridge maintenance database.
- Maintains construction records and quantities to verify contractor monthly pay requests.
- Conducts on-site observation of field testing of materials by state-certified testing laboratory representatives on concrete asphalt and other materials; oversees contractor pressure testing of sanitary sewers and potable water mains.
- Performs final walk-through inspections to ensure all city standards have been met.
- Meets with engineers to report on construction projects.
- Responds to questions and concerns from the public and contractors.
- Coordinates with business and residential customers regarding connections to the City storm drain system and develops cost estimates.
- Assists in performing and maintaining records of dry weather screenings of creeks and stormwater overflows. Assist in identifying illicit discharges and follow up inspections until resolved as part of the MS4 programs.
- Assists in maintaining/updating the Citys Small Municipal Separate Storm Sewer System (MS4) permit.
- Performs stormwater detention pond and other inspections and maintains related records. Contacts business owners and homeowner associations (HOA) to ensure any deficiencies are addressed.
- Provides technical assistance to staff by conducting inspections gathering data and preparing related reports.

KNOWLEDGE SKILLS AND ABILITIES REQUIRED BY THE POSITION
- Knowledge of installing and/or inspecting the construction of storm water structures drainage pipes and ditches.
- Knowledge of installing and/or inspecting the construction and installation of public utilities (potable water and sanitary sewer).
- Knowledge of construction site inspection principles.
- Knowledge of the methods tools equipment and materials used in public works construction.
- Knowledge of Federal Highway Administration (FHWA) bridge program regulations.
- Knowledge of National Pollutant Discharged Elimination System (NPDES) system regulations.
- Knowledge of relevant federal and state laws city ordinances and department policies and procedures.
- Knowledge of asphalt paving methods and applications.
- Knowledge of computers and job-related software programs.
- Skill in conducting construction site inspections.
- Skill in gathering and recording site data.
- Skill in problem solving prioritizing and planning.
- Skill in interpersonal relations.
- Skill in oral and written communication.
SUPERVISORY CONTROLS
A Civil Engineer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.
GUIDELINES
Guidelines include city subdivision regulations ALDOT specifications and regulations the ALDOT bridge coding guide project plans MUTCD guidelines and city and department policies and procedures. These guidelines require judgment selection and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied construction inspection duties. Strict regulations and the unique nature of each project contribute to the complexity of the work.
- The purpose of this position is to inspect construction projects. Successful performance ensures compliance with all relevant standards specifications regulations and laws.

- Contacts are typically with co-workers contractors developers engineers testing staff natural gas company staff county and state personnel representatives of the railroad and the public.
- Contacts are typically to exchange information negotiate matters resolve problems and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while standing or walking. The employee occasionally lifts light and heavy objects climbs ladders and utilizes the sense of smell.
- The work is typically performed outdoors occasionally in cold or inclement weather. The employee is exposed to noise dust dirt grease contagious or infectious diseases irritating chemicals and machinery with moving parts. Work requires the use of protective devices such as masks goggles gloves etc.

Minimum Qualifications
- Graduation from a standard senior-high school or GED equivalent as recognized by the United States Department of Education (USDE) or Council on Higher Education Accreditation (CHEA); and
- Three (3) years recent experience in sitework construction including site grading (mass grading or residential/commercial) excavation compaction; stormwater structures ditches and asphalt paving.
- Three (3) years recent experience in sitework construction of public utilities (potable water and sanitary sewer)preferred.
- ALDOT Bridge Inspection Certification preferred.
- Qualified Credentialed Inspector (QCI) Certification preferred.
- FHWA-NHI-130055 Safety Inspection of In-Service Bridges Certification preferred

NECESSARY SPECIAL REQUIREMENTS

- Employees are required to attend the FHWA-NHI-130055 Safety Inspection of In-Service Bridges within twelve (12) months of the date of employment/promotion/demotion/transfer to this position. (See conditions for details.)
- Employees are required to obtain/maintain an ALDOT Bridge Inspection certification within five (5) years of the date of employment/promotion/demotion/transfer to this position. (See condition for details.)
- An applicant for this position is subject to various background investigations up to and includinga criminal credit past employment and referencechecks.
- Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and ransom tests for the duration of employment in this position. (PBA 8/13/12)
