The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

Division Description

The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance real estate design construction management facilities and custodial services occupational safety and health operational support security transportation and print production.

Unit Description

Detention Construction and Building Operation oversee the day-to-day administrative and operational responsibilities of the Facilities and Skilled Trades Team at each site as well as contracted construction project management and city agency (DDC DCAS etc.) support. Detention Construction and Building Operation also is responsible for overseeing the successful comprehensive and timely execution of several construction projects and routine maintenance with varying levels of complexity resources and oversight at the state and local levels. Detention Construction and Building handle all detention related facility matters including but not limited to construction design maintenance repairs etc. and ensuring the space meets programmatic needs; partner with the Department of Design and Construction to ensure new projects are completed within applicable deadlines and within fiscal parameters. They ensure the routine repair and maintenance of ACS secure detention facilities as well as the design and development of construction projects. This includes the monitoring of skilled tradespeople and/or contractors architects engineers and all individuals who provide design services ensuring safety measures and regulations are followed and work is done completely and as expeditiously as possible. They Engage in critical analysis of current and pending projects and daily work plans keeping the team on track and on task at every level; Create and maintain impeccable records and reports as required.

What were looking for:

The Administration for Childrens Services (ACS) seeks qualified applicants for the position of Director of Project Management. This individual will play a vital role within the Office of Construction and Building Operations (OC&BO). OC&BO manages the repairs maintenance and capital upgrades for a variety of programmatic facilities within ACSs purview. This includes two secure detention juvenile justice facilities. Owing to the children and families we serve health and safety considerations are paramount in our work.

What youll do:

The selected candidate will work under the guidance of the Assistant Commissioner and Executive Director executing tasks with a high degree of independence and discretion. Responsibilities will include managing facility repairs 24-hour emergency response overseeing maintenance and coordinating medium to large-scale projects across our Detentions facilities in multiple Burroughs. This includes the construction of an annex to a current secure detention facility.

Successful applicants will possess substantial experience in directing the full life-cycle of small to mid-scale construction-related projects. This includes the ability to ensure timely completion while effectively overseeing all cost controls and monitoring.

The role also involves supervisory duties over a team of skilled stationary engineers as well as direct management of various high-priority agency projects. The ideal candidate therefore will demonstrate strong leadership skills excellent project management abilities and a solid understanding of construction and facility operations.

Key responsibilities include but are not limited to:

Under the executive direction of the Assistant Commissioner and Executive Director the Director of Project Management will oversee the planning execution and delivery of complex construction infrastructure and facilities-related projects. The selected candidate will exercise substantial independent judgment and decision-making authority in managing project operations coordinating with internal and external stakeholders ensuring regulatory compliance and supporting agency-wide operational priorities.
Because ACS facilities serve vulnerable children youth families and staff the Director of Project Management must maintain the highest standards of safety operational continuity and regulatory compliance.

Responsibilities:

The Director of Project Management will:
-Direct and oversee the full life cycle of capital and expense-funded construction and facilities projects from planning and design through procurement construction close-out and occupancy
-Manage multiple medium- to large-scale projects simultaneously ensuring projects are completed on schedule within budget and in compliance with applicable laws codes and agency standards
-Oversee emergency repair operations preventive maintenance initiatives and facility improvement programs across ACS locations in the five boroughs
-Supervise project management staff stationary engineers consultants contractors and other technical personnel engaged in construction and facilities operations
-Develop project scopes schedules budgets procurement documents and project reporting metrics
-Coordinate with oversight and regulatory agencies including but not limited to the NYC Department of Citywide Administrative Services (DCAS) NYC Department of Buildings (DOB) NYC Department of Environmental Protection (DEP) NYC Fire Department (FDNY) and other governmental entities
-Monitor contractor performance review change orders evaluate project risks and implement corrective actions as necessary
-Ensure compliance with all applicable federal state and local laws regulations procurement rules labor requirements safety standards and agency policies
-Conduct field inspections and operational reviews to evaluate project progress maintenance activities and facility conditions
-Review work orders productivity reports and performance indicators to identify trends and improve operational efficiency
-Support capital planning efforts including equipment replacement forecasting and long-term infrastructure assessments
-Assist in the preparation review and administration of Requests for Proposals (RFPs) bid packages consultant agreements and vendor contracts
-Coordinate with agency leadership on strategic initiatives and time-sensitive operational priorities
-Prepare executive-level reports presentations and project status updates for senior management and oversight entities
-Serve as Acting Executive Director in the absence of executive leadership when required

Preferred Skills:

Qualifications :

1. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300000 for each of the five years of the required experience; or
2. One year of the experience as described in 1 above and a baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in engineering engineering technology architecture architectural technology landscape architecture construction construction technology or construction management; or
3. One year of the experience as described in 1 above and a valid license as a professional engineer registered architect or registered landscape architect issued by a board of examining engineers architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a combination of at least two years of experience as described in 1 above and the education as described in 2 above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in 2 above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project the time period they worked on the construction project and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment.

5. For Assignment to Level II In addition to meeting the Qualification Requirements above candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in 1 above.
6. For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question 1 above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations license suspension or an accident record you may be disqualified.
