Position Summary
The Security and Emergency Services Manager is responsible for managing and providing leadership in the planning directing and reviewing of security services and operations at Bow Valley College. This includes responsibility for day-to-day security protection security prevention emergency preparedness security investigations protection of facilities and assets video surveillance dispatch access control incident command and Chief Fire Warden duties.
The role has overall responsibility for identifying and addressing current and future security requirements and determining major security policies and initiatives that support public safety across the College community.
Working closely with internal and external stakeholders the Manager leads the development and oversight of security programs and operational practices that reduce exposure to personal physical and financial risk while fostering a safe and secure environment for students employees contractors and visitors.
With demonstrated experience in law enforcement or criminal justice environments the Manager serves as the Colleges primary security representative and liaison with external agencies and organizations including municipal provincial and federal regulatory and emergency response partners.
What Youll Be Doing:
Lead Security Operations and Emergency Preparedness: Lead and oversee campus security operations for the downtown campus and support offsite campuses as needed ensuring the protection of students employees contractors visitors and College assets. Manage emergency preparedness programs critical incident command procedures emergency response documentation and training exercises to support the continuous improvement of the Colleges Emergency Management Program.
Oversee contracted security services responsible for day-to-day campus protection monitor operational effectiveness through incident reporting and trend analysis and ensure security procedures equipment and response practices remain current and effective. Manage access control and keying programs including policy compliance special requests investigations and staff training.
Provide Strategic Leadership and Campus Safety Oversight: Develop and implement security initiatives operational procedures and College policies related to security access control crime prevention personal safety and emergency preparedness. Build collaborative relationships across the College community to promote a safe campus environment and support proactive safety initiatives.
Serve as the Colleges primary security representative and liaison with internal stakeholders post-secondary partners emergency responders law enforcement agencies and regulatory organizations. Provide leadership and guidance to supplementary operational areas including parking and student locker programs.
Lead Investigations and Incident Response: Manage confidential internal investigations involving students employees contractors and external individuals. Conduct investigations gather evidence interview witnesses and involved parties and determine appropriate courses of action including internal resolution referral to law enforcement or both.
Prepare investigative reports court briefs and documentation for internal proceedings or external agencies and provide guidance or testimony as required. Respond to complex and sensitive incidents involving policy violations aggressive behaviour security risks and Student Code of Conduct matters including recommendations related to warnings trespass notices or expulsion.
Manage Strategic Planning Reporting and Resources: Establish short- and long-term plans that support the mission and goals of Campus Security while monitoring emerging security trends and incidents across the post-secondary sector. Prepare environmental scans statistical reporting and security updates to support institutional planning and continuous improvement initiatives.
Develop and manage departmental budgets operational resources and RFP processes related to security services and capital projects. Create and maintain communication plans that promote security awareness clarify shared responsibilities and strengthen campus-wide understanding of safety practices and procedures.

Qualifications
Minimum Qualifications
- Undergraduate degree in Criminology and 5 years of related experience including experience in financial and contract administration or an equivalent combination of education training and experience
- Minimum of 10 years progressively responsible law enforcement experience including advanced incident command in major case management crisis negotiations leadership supervisory budgeting and management experience. An equivalent combination of directly related education and experience may be considered
- Police Information Check including vulnerable sector clearance
Preferred Qualifications
- Security Management Certificate
- Senior-level experience in law enforcement or criminal justice including regulatory administration criminal investigations interagency and governmental affairs and human resources or budgetary administration
- Demonstrated experience leading security operations emergency response procedures investigations contracted security services and the development and implementation of security policies procedures and initiatives that strengthen campus safety and reduce risk
- Experience enhancing contracted security service delivery through strong relationship management and operational leadership
- Strong public speaking presentation stakeholder engagement conflict resolution and communication skills with the ability to work collaboratively across diverse groups and situations
- Proven ability to initiate manage and bring closure to projects that enhance security infrastructure and operational effectiveness within budget guidelines
- Flexible and adaptable approach with the ability to work independently and collaboratively while responding effectively to evolving operational and security needs
- Strong analytical problem-solving organizational and decision-making skills with the ability to work effectively in a challenging fast-paced and multi-faceted environment
