BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Established in September 2017 the Risk Management Division (RMD) aims to strengthen embed and achieve continuous improvements in risk management internal control and compliance oversight reporting anti-fraud & anti-corruption measures and donor review management throughout WFP and organizational learning in these areas in line with WFPs 2018 Enterprise Risk Management Policy 2018 Oversight Framework and 2021 Revised Anti-Fraud and Anti-Corruption (AFAC) Policy. RMD also provides functional leadership to a network of Risk Officers located in regional bureaux (RBx) and higher risk country offices (COs) and AFAC Specialists located in RBx.
As part of the divisions portfolio the Risk and Accountability Branch (RMDR) serves as a steward for risk management internal controls and management accountability and oversight providing guidance and training to colleagues at all levels as well as consolidating evidence-based analysis and reporting on risk management internal controls and oversight findings.
PURPOSE OF THE ASSIGNMENT:
Lead the analysis of oversight reporting including risk trend data analysis collect and synthesize information from functional and operational management draft reports for governing bodies and senior management and prepare summaries briefings and presentations to support organizational processes. Lead RMDR capacity building initiatives including development of learning resources and risk management tools and establish communications campaigns to disseminate them.
KEY ACCOUNTABILITIES:
Monitor RMDR goals and work plans. Monitor risk reviews and oversight recommendations and agreed actions from Office of the Inspector General reports and products in close partnership with WFP recommendations and risk owners and team members. Lead analysis to identify trends and draft high-quality reports brieļ¬ngs and memos for WFP governing bodies and senior management on risk management and oversight matters. Coordinate corporate reinforcement and prioritization exercises on risk management and oversight recommendations as needed. Conduct follow-up and report on recommendation status and trends. Prepare the high-risk update and status update on agreed actions for the Independent Oversight Advisory Committee and status updates for the Oversight and Policy Committee. Participate in RMD capacity building initiatives including developing risk management tools e-learning courses learning solutions trainings and related communications campaigns.
Monitor and report on completion rates for established risk tools and risk training courses under RMDs remit and risk management learning path. Prepare Standard Operating Procedures to document the teams processes as needed. Ensure that WFPgo content in RMDRs area of work is up to date clear and complete. Other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in International Relations Accounting Business Administration Economics Finance Law Management Statistics or related field.
Experience: Five years of progressively responsible relevant experience in cross-functional coordination reporting data management and IT systems to meet needs internal control management oversight audit compliance evaluation finance risk management business administration or related field.
Essential Knowledge & Skills:
- Experience in information technology and use of IT systems to meet business needs including customer management solutions data management and reporting ensuring data quality and creating and cleaning datasets.
- Knowledge of UN/WFP governance organizational structures strategy and major initiatives. Understanding of UN/WFP rules regulations and policies. Sensitivity to the needs of stakeholders including donors and organizational management.
- Excellent English writing skills and ability to independently prioritize in consultation with supervisor where needed. Analytical evaluative and problem-solving skills; resourcefulness initiative good judgement tact diplomacy and strong oral and written communication skills. Ability to establish effective working relationships with persons of different national and cultural backgrounds. Ability to synthesize complex information into digestible summaries tailored to stakeholder needs.
Languages: English fluency required. Other UN languages would be helpful although not required.
