For all programmatic positions completion of undergraduate core program in one of following fields: mental health & developmental disabilities technology social work or comparable field (e.g. child & family community services) special education psychology or rehabilitation or 24 mos. development & implementation of treatment/ habilitation plans for persons who are mentally ill or developmentally disabled & working as part of interdisciplinary team to assess consumers/residents needs & abilities; 12 mos. trg. or 12 mos. state & federal regulations standards & court orders governing care custody treatment programming & environment of consumers/residents in mental health or developmental centers or regulating drug treatment center operations or federally funded drug abuse services or governing delivery of psychiatric services in adult correctional institution or affecting community mental health programs (i.e. category of state & federal regulations standards & court orders must be linked directly to type of facility & services being provided). For all administration staff positions completion of undergraduate core program in business administration/management sciences or 12 mos. exp. developing goals objectives policies & procedures of operational unit or program of agency or firm & monitoring implementation of addition to one of preceding categories (i.e. programmatic positions or administrative staff) 6 mos. supervisory principles/techniques or 6 mos. exp. scheduling monitoring & evaluating personnel; 6 mos. budgeting or 6 mos. exp. determining budget needs & spending for operational unit or program of agency or firm; 6 mos. employee training & development or 6 mos. exp. writing training materials or conducting training; 3 mos. manpower planning or 3 mos. exp. scheduling personnel for adequate coverage & making staff projections. Knowledge of: supervisory principles/techniques; federal & state regulations governing MUI/UI investigations; investigative methodology; public relations. Skill in: Microsoft Office products (e.g. Word Excel Outlook SharePoint etc.) data analysis; report writing; staff supervision; communication with internal & external stakeholders. Ability to: define problems collect data establish facts & draw valid conclusions; manage multiple priorities; lead staff & coordinate operations. Knowledge of: Medicaid licensure and MUI/UI regulatory requirements; quality assurance principles; agency policies and procedures. Skill in: auditing; documentation review; compliance monitoring; technical writing. Ability to: evaluate program effectiveness; identify deficiencies; develop solutions; maintain accurate records. Knowledge of: corrective action processes; incident prevention principles; interdisciplinary team functions. Skill in: coordination; problem-solving; communication. Ability to: analyze trends; recommend solutions; monitor outcomes; maintain professional objectivity. Knowledge of: employee training and development; agency procedures; incident response protocols. Skill in: training delivery; leadership; facilitation. Ability to: communicate effectively; develop staff; collaborate across departments. Experience corresponding to type of complaints & alleged violations

JOB DUTIES:

Plans directs & evaluates the facility-wide investigative and incident management system including oversight of Major Unusual Incident (MUI) and Unusual Incident (UI) investigations; establishes program policies & procedures; supervises investigative staff and manages unit operations scheduling and workload distribution to ensure 24/7 coverage; establishes investigative standards protocols and performance expectations to ensure compliance with applicable state and federal regulations; analyzes MUI/UI data to identify trends systemic risks and root causes; communicates findings to executive leadership and interdisciplinary teams to support risk mitigation and incident specific prevention recommendations; serves as primary liaison to the Ohio State Highway Patrol and other external entities regarding investigative matters. Directs monitoring of regulatory compliance within investigative processes through case reviews report audits and tracking systems within investigative process to ensure adherence to MUI rule requirements Medicaid standards and licensure expectations; evaluates quality timeliness and accuracy of investigations and written reports; prepares investigative documentation and reports in support of Medicaid and licensure surveys; identifies compliance risks and recommends and supports process improvements related to investigative practices to strengthen investigative practices and ensure audit readiness. In collaboration with executive leadership contributes to development of Plans of Correction in response to investigative findings audit results and survey citations; coordinates implementation and follow-up of corrective actions related to investigative and incident management processes; monitors effectiveness of corrective actions to ensure sustained compliance and reduction of risk factors; provides consultation to programmatic staff regarding incident-specific prevention strategies while maintaining objectivity and independence of the investigative function. Provides leadership and guidance to investigative staff through training coaching and performance management; conducts training related to MUI rule requirements investigative procedures and internal reporting processes; represents investigative services in executive meetings committees and interdisciplinary forums; acts as Administrator on Duty as assigned; participates in facility wide committees and activities ensuring alignment with investigative responsibilities
