The Department of Economic Security Division of Technology Services (DTS) is seeking an experienced and highly motivated individual to join our team as an Application Development Supervisor (DTS Engagement Manager DBME). This will be done for both sectors to determine the requirements and to identify equipment or resources necessary to accomplish the projects for each group. This position will act as IT Project Leader for DES groups (AZTECs DBME) when assigned and make decisions on customer requests for feasibility system needs work schedules/tasks/time frames as needed. This position may offer the ability to work remotely within Arizona based upon the departments needs and continual meetings of expected performance measures.

| Job Duties: |
Essential Responsibilities include but are not limited to:
Supervises the staff by defining and establishing schedules setting priorities providing support/direction and dealing with administrative issues as needed. Trains staff on operational procedures and troubleshooting techniques. Coaches team members on performance completes employee performance evaluations and recommends pay actions.
Supervise planning of project tasks determine priorities assign work to staff evaluate and implement internal procedures as an active team member. Communicate to project staff on policies procedures and directives. Maintain needed staff level ensure staff training requirements are met.
Participate actively as a project team leader monitoring project progress assess change impact perform program testing and maintain a reporting structure to measure accomplishments and schedule work. Consult with team members on technical issues. Review and approve staff output e.g. analysis and definition documents design documents and program specifications.
Attend project staff meetings; write project work plan and status/progress reports.
Meet/confer with Customer departments to gather data to review project documents and other products to discuss plans changes and problems and to propose alternative and solutions. Conduct user reviews obtain approval of design documents/products; assess impact of changes to design modify as required.
Maintain competence in system development skills and techniques and current Information Technology.

Knowledge of:
Thorough knowledge of service offerings customer service principles and processes back-office server applications desktop applications web-based applications client/ server applications computer/networking hardware standard operating systems common third-party software applications internally developed custom applications application integrations networking protocols and any other computer-related technologies -Knowledge of all aspects of information Technology including application program development and system design and implementation techniques.
Digital computer equipment including mass storage services communications systems and on-line computer capabilities.
Must be knowledgeable of industry standards and trends in computer hardware and software the overall mission and specific programs administered by DES and the responsibilities of the Division of Technology Services in supporting the delivery of services for DES systems.
Computer programming applicable programming languages database programming and design job control language.

Translate systems and program specifications into coded computer instructions; all new or modified systems are prepared with necessary manuals charts diagrams and form design; all documentation is written to accurately reflect program operations within DTS standards.

Production problems are handled with minimal impact to production schedules; follow-up reporting is completed with resolution of the problem and no other production jobs being affected due to the solution of production problems.

Design effective Information Technology systems develop programs author design documents.
Ensure programs are written within DTS standards; all new and changed program coding have been tested as indicated by output; all test results have been desk checked and walked-through; user sign-off on test results have been obtained.
Develop effective training plans to maintain a well-trained employee.
Provide training and direction to Information Technology Specialists on the principles and
practices of computer programming.
Demonstrated ability to evaluate and test emerging technologies.
Demonstrated ability to understand and anticipate needs and priorities of both internal and external customers Licenses.

This position may require driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

Employees shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
Bachelors degree OR 3 or more years of experience in related discipline (or equivalent experience).
