Job Summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Associate Project Manager III within the Environmental Health & Safety (EHS) Environmental Projects section within the Bureau of Water Supplys Core Services directorate for a position located in Valhalla NY.

The Environmental Projects Section actively promotes and supports the management and implementation of EHS programs through effective communication education and continuous improvement strategies to protect public health and natural resources and ensure a safe and compliant work environment for all employees.

This position will oversee efforts to ensure BWS remains updated on all EHS related proposed and promulgated regulations and legislation and develops plans and programs to maintain compliance. This includes monitoring reviewing and analyzing proposed rulemaking and legislative changes as well as soliciting developing and coordinating comments on the proposals. This position also conducts in depth review of new revised regulations and legislation to determine what changes may be needed to agency or bureau policies programs or procedures to maintain compliance and act as the primary BWS EHS representative on bureau or agency committees to develop/ revise such written protocols. This position is expected to provide in-depth regulatory expertise robust interpretation clear guidance and suggested implementation strategies regarding a wide variety of applicable EHS regulations. Specific duties include:

- Supervise staff responsible for the following: Bureau Legacy program managing projects related to asbestos abatement assessing Asbestos Containing Material (ACM) & Presumed Asbestos Containing Material (PACM) including facilitating collection of bulk samples and making appropriate notifications and supporting land acquisition by the Bureau as related to the identification delineation and remediation of environmental concerns for properties purchased or under consideration for purchase.

- Oversee staff responsible for managing the emergency response contract for the Bureau of Water Supply. Emergency response area includes the entire 2000 square mile watershed located both in New Your City and upstate. Typical response includes cleanup of chemical or petroleum spills at BWS operational facilities or on City owned property.

- Act as coordinator to Agency Asbestos Task Force and Project Manager for BWS related asbestos abatement projects.

- Act as the Bureaus primary regulatory environmental health and safety advisor by providing regulatory expertise interpretation and guidance regarding all applicable EHS regulations and requirements.

- Support post acquisition demolition projects via review of hazardous materials surveys work plans and safety plans.

- Support the land use permit program as related to identification and management of potential environmental concerns.

- Ensure that the bureau properly influences and remains updated on new revised EHS requirements and emerging issues by proactively monitoring proposals preparing factual and professional comments and input suitable for submission to regulating entities; and assessing potential impacts of proposed and promulgated new or revised regulations and legislation.

- Develops internal implementation plans and documents to ensure continuing compliance with the bureau.

- Supports programs related to employee occupational health and safety and employee EHS concerns.

- As needed represent the Bureau at various meetings with the agency and relevant regulatory authorities including United States Environmental Protection Agency New York State Department of Health and the New York State Department of Environmental Conservation.

- Travel including driving to DEP facilities located throughout the New York City watershed and within the five boroughs of New York City.

Some of the physical activities and environmental conditions performed by the Associate Project Manager are to inspect and traverse undeveloped properties and active construction sites which may include rough terrain wet areas and steep slopes.


PREFERRED SKILLS:

- Advanced technical knowledge of Environmental Health and Safety regulations industry standards and best practices (Federal and New York State)

- Superior knowledge of asbestos regulations (Federal and New York State)

- Ability to independently research technical information and regulations and provide fact-based supported interpretations

- Ability to review Federal and State Register Notices evaluate and summarize contents and develop appropriate comments supported by facts and data

- Experience in EHS management systems

- Proficient in MS office suite and other computer software databases

- Good communication and interpersonal skills

- Time Management

- Strong analytical skills

Qualifications :

One year of full-time satisfactory experience in supervising employees performing project management work such as planning administering managing coordinating or expediting on engineering and/or architectural and/or landscape architectural projects or supervising a construction project with a value of $or more and either:

1. A baccalaureate degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration and one year of full-time satisfactory experience in project management work such as planning administering managing coordinating or expediting for engineering and/or architectural and/or landscape architectural projects; or

2. A four-year high school diploma or its educational equivalent and five years of experience as described in 1 above; or

3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in 1 above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelors degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration; (b) a Masters degree from an accredited college or university in one of the disciplines described in 1 above; (c) a Juris Doctor degree or (d) a valid New York State license as a Professional Engineer Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I candidates must have at least one additional year of experience as described in 1 above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
