ORGANIZATIONAL CONTEXT:
The World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. The Regional Bureau for Asia and the Pacific (RBB) provides strategic guidance technical support and direction to WFP country operations in the region. Successful implementation of a WFP regional approach to emergency preparedness in Asia over the last years has culminated in a strong progression in the national and regional level emergency preparedness in the Asia Pacific region.
WFP RBB continues to strengthen its approach to managing strategic oversight and implementation of regional and national-level initiatives on preparedness. SP-CBT EPR has a dual-track focus both on WFP direct delivery as well as supporting governments to respond to emergencies through DRM and social protection platforms.
JOB PURPOSE:
The consultant will be home-based working in the Social Protection and Cash-Based Transfers (CBT) team and will report to the Programme Policy Officer (CBT and Social Protection Advisor). The consultant will be expected to provide support and oversight to strategic and operational CBT issues at regional and country level as well as staffing capacity development. The consultant will provide expert technical assistance on CSP implementation related to CBT Operations in the addition the CST will support Emergency Preparedness and Response which includes SRSP through both direct delivery and government DRM and social protection platforms in the region.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Provide remote support to COs on all stages of the programme cycle related to CBTincluding context and feasibility assessments transfer modality selection design set-upimplementation monitoring and oversight for both WFP CBT direct delivery andGovernment cash transfer programmes.
2.
Support the G2P agenda in the region.
3.
Support G2P engagements in other regions.
4.
Co-lead on Financial Service Provider (FSP) contracting for local regional and global FSPs fora defined number of Cos from the Programme side in support of the CBT Programme andPolicy Officer.
5.
Provide remote engagement with the RBB EPR team to ensure CBT is a key component ofthe regional EPR strategy ensuring CBT considerations are integrated into the RBBsplanning and guidance to prioritized countries in the region.
6.
As part of CBT EPR manage the additional roll out of the RBB-developed SRSP tool in atleast one country as a remote desk-based exercise working with SP colleagues to providetechnical advice and strategic support to place this work under the larger strengthening ofnational Social Protection systems in the CO.
7.
Act as thematic lead for Inclusion in the Social Protection and CBT unit interacting withthe Digital Payment specialist as required. Ensure at least one activity with the cross-cutting inclusion team is integrated into work planning and help respond as adviser orinterlocuter (with RBB / HQ) to CO requests for support around gender protection anddisability inclusion channeling requests out to the rest of the team as needed.

Support COs on the development implementation and follow-up of capacitystrengthening training workshops and simulations.
9.
Review project proposals budget revision etc. to ensure quality assurance and coherence.
10.
Provide CBT inputs to global and regional guidance strategies policy learning productsetc. to ensure RBB CBT focus areas knowledge and experience are well integrated.
11.
Support the regional SP and CBT knowledge management officer with contributions to theCBT update briefs infographics factsheets and updates; and support informationmanagement of the Internal Regional Cash Working Group.
12.
Provide CBT TDY support as needed.
13.
Other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Affairs Economics Public HealthAgriculture Environmental Science Social Sciences or other field relevant tointernational humanitarian/development assistance or First University Degreewith additional years of related work experience;
Experience:
Experience in planning design and implementation of humanitarian anddevelopment programmes with relevant work experience at the country orimplementation level in developing countries;
Minimum eight years experience in the design implementation and evaluationof in-kind food cash and/or voucher transfer programmes
Knowledge and Skills:
Languages:
Strong understanding of the theory and application of food security livelihoodand safety net programmes;
Knowledge of major humanitarian recovery and development challenges andissues specifically strategies for poverty and hunger reduction;
Knowledge of issues related to international development cooperation andhumanitarian assistance;
Knowledge and understanding of UNs role in development cooperation;
Good understanding of UN or WFP policies and programming requirements inparticular CBT related
Excellent written and oral communications and presentation skills;
Strong analytical and negotiation skills;
Resourcefulness initiative maturity of judgment and tact;
Ability to establish priorities and to plan coordinate and monitor own workplan and those under supervision;
Demonstrated ability to develop and maintain effective work relationshipswith counterparts and staff within the office host population donors NGOsand other UN agencies;
Ability to work in a team and establish effective working relations withpersons of different national and cultural backgrounds.
Fluency (level C) in English language. Intermediate knowledge (level B) of asecond official UN language: Arabic Chinese French Russian Spanish and/orPortuguese (a WFP working language).
