The Honolulu Board of Water Supply (BWS) Executive Support Office is seeking a detail-orientedBudget Analyst IV to lead the development and coordination of the departments annual operating and capital budgets. This position plays a key role in supporting BWS initiatives by monitoring spending evaluating program requests and ensuring responsible use of public funds.
What You Will Do:- Compile and analyze budget and revenue data to support the development of annual operating and capital budgets
- Review and refine division and staff office budget submissions for completeness accuracy and alignment with budget guidance
- Track and analyze budget performance; investigate significant variances and recommend corrective actions
- Prepare and evaluate budget amendments including supplemental appropriations and capital improvement funding adjustments
- Review requests related to staffing service contracts and equipment purchases; assess fiscal impact and program effectiveness
- Draft budget policies procedures and Board materials; provide guidance to divisions and support leadership on budget-related matters

Minimum Qualification Requirements
At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a Bachelors degree in Political Science Public or Business Administration Economics or a related field.
Four years of professional work experience in any occupation may substitute for a general bachelors degree.
Four years of general work experience (does not need to be professional level experience) in budget/fiscal/business management may substitute for a general bachelors degree.

EXPERIENCE REQUIREMENT:Two (2) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.
Such experience must have demonstrated knowledge of the principles methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational statistical and financial data; apply budget analysis and management analysis principles policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.

- Strong analytical skills to evaluate operational statistical and financial data
- Experience applying budget and management analysis principles to support decision-making
- Familiarity with policies laws and rules governing public sector budgeting
- Skill in researching assessing and interpreting program and policy impacts

- Strong interpersonal skills to build and maintain effective working relationships
