SUPERVISING PUBLIC HEALTH NURSE

Salary may be negotiable within the range listed above based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment will establish an Open eligible list which will be used to fill current vacancies and can be used to fill future Supervising Public Health Nurse positions within the Health Care Agency. This recruitment may also be used to fill positions in a similar and/or lower classifications throughout the County of Orange.

The County of OrangeHealth Care Agency (HCA)is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual family and community health. Under the direction of the Agency Director a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services Behavioral Health Services Correctional Health Services Public Health Services and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT
Through assessment policy development and assurance
Public Health Services (PHS) provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases preventing and lessening the impact of chronic diseases and ensuring healthy and safe environments.

THE PROGRAM
Community and Nursing Services
The Community and Nursing Services division (CNSD)provides public health nursing and social services in the home and community using principles of public health nursing social and behavioral health focusing on preventive health services.

Public Health Nurses (PHNs) Social Workers and Behavioral Health Clinicians partner with individuals families and community groups to promote protect and improve the health and safety of Orange County residents in support of population health. During home visits staff use a multi-disciplinary approach to provide health education screenings assessments case management referrals and connections to health and social services to promote optimal health outcomes. CNSD programs serve various populations including infants and children with special health care needs youth in foster care adolescents prenatal/postpartum clients and older adults.

THE OPPORTUNITY
As a Supervising Public Health Nurse the incumbent will be responsible for supervising and coordinating the delivery of public health nursing services in the Health Care Program for Children in Foster Care program. The incumbent will be providing specialized and highly sensitive services with a County-wide impact where the services provided are highly complex and varied. Incumbents at this level are required to act with considerable independence and possess a broad range of nursing knowledge and expertise in order to supervise a team with responsibility for complex varied and/or highly specialized nursing functions. Due to the nature of the services provided incumbents will interact frequently with Social Services and the community and represent the Health Care Agencys views on a variety of sensitive issues.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have knowledge skills and abilities in the following competencies:

Clinical Expertise and Knowledge Technical Experience

  • Knowledge of health conditions affecting older adult adult adolescent pediatric and prenatal populations with acute chronic and/or communicable diseases
  • Principles of case management
  • Understanding of and experience with County State and Federal resources and funding programs
  • Working with high-risk populations e.g. conditions that require medical coordination clients with behavioral health and substance use issues
  • Knowledge of Health Insurance Portability and Accountability Act (HIPAA) guidelines
  • Experience using Electronic Health Record (EHR) systems
  • Proficiency in Microsoft Excel Word PowerPoint and Outlook

Leadership/Supervision Managerial Skills

  • Supervising clinical staff and/or leading a team of clinical staff
  • Working collaboratively with Human Resource Services for training performance evaluations addressing performance issues hiring and retention of nursing staff
  • Maintaining standards of Public Health Nursing and ensuring that services rendered comply with Federal State and local laws and regulations and established policies procedures and protocols of HCA and PHS
  • Mentoring staff and nursing students

Problem Solving and Critical Thinking

  • Analyzing and recommending revisions to program policies procedures and protocols to ensure compliance with State requirements and legal mandates
  • Conducting ongoing evaluation of effectiveness of services and initiating improvements by directing staff in continuous efforts to improve quality productivity and effectiveness
  • Adapting to changes according to the needs of the populations served and County operations
  • Determining and improving resolutions to client-related issues

Communication and Collaboration

  • Communicating clearly and effectively both orally and in writing
  • Participating in and representing the program division or service area on committees and subcommittees within the County and/or the community
