Job Summary

The procurement & supply specialist 4 is responsible for executing time sensitive activities involving the accounting and processing of all purchases sales of materials equipment and supplies for the addition this position will maintain the districts inventory system. The procurement & supply specialist 4 is the agency expert in purchasing and is responsible for training WVC staff on purchasing policy and procedures in accordance with Washington state laws and requirements. This position also oversees the contract management system of the college including drafting language and addendums reporting to Washington state department of enterprise services (DES) assistance in negotiations and providing guidance and training. This position reports to the director of fiscal services.

Essential Functions

  • Administer and manage the district purchasing card and fleet card system.
  • Independently perform every stage of the contract solicitation process (RFP RFQ etc.) which could include complex unusual and large procurements; this includes origination of contract and addendum language selection conferences acceptance and rejection of bids and tracking/reporting to DES.
  • Provide assistance to staff and review requisitions (authorization of purchase requests) to confirm required internal analysis compliance and approvals are obtained prior to final approval of the procurement.
  • Assist in the processing maintenance and reporting of all contracts.
  • Work with staff to evaluate current and future purchasing needs; work in conjunction with the customer to develop a plan for purchasing those goods and services.
  • Evaluate and monitor solicitation made by other staff; coach and mentor other fiscal services staff on best practices and purchasing standards.
  • Interview vendors business representatives and departmental/institutional officials regarding purchasing in all complex commodity areas types; provide information in response to inquiries.
  • Resolve vendor performance problems.
  • Independently make decisions with significant fiscal impact; process change orders or assist with requisition creation in support of customer needs.
  • Evaluate purchase order history track and research opportunities for cost savings through economies of scale negotiation price analysis and strategic sourcing.
  • Prepare and interpret procurement and contract statistics as well as management reports.
  • Promote Minority and Women Business Enterprise outreach programs.
  • Develop changes to WVCs procurement policies and procedures relating to purchasing.
  • Prepare and conduct individual and/or group training sessions tools procedures and learning guides to ensure compliance with state purchasing laws statewide administrative and accounting manual (SAAM) policies and Washington state ethics laws (RCW 42.52).
  • Responsible for posting monthly Purchase Card transactions in General Ledger.
  • Post monthly expense transfers for outside departments (service center postage facilities etc.).
  • Set up new vendors in CTCLink as needed.
  • Prepare and file yearly 1099s.
  • Assist Director with additional accounting as assigned.
  • Reconcile Fleet Card expenses through WEX.
  • Add ACH payment details to ctcLink.
  • Assist in creation of A19s and resolution of discrepancies.
  • Serve as backup for other fiscal services staff.
  • Update Capital Asset Management System and ensure inventory and related depreciation are recorded properly.
  • Coordinate physical inventory counts for the district.
  • Audit credit card purchases for items that need to be included in inventory.
  • Administer the capital lease program for copier machines.
  • Manage insurance policies through DES for motor pool student insurance and boiler and machinery.

Qualifications

Minimum Qualifications:

  • A bachelors degree in business administration procurement logistics supply management or related field AND one year of experience in large scale procurement stock control receipt storage and issue functions in either government or business ORan associate of arts degree in business administration procurement or supply management or related professional certification ANDthree years of full-time experience as a purchasing or supply professional.

Preferred Qualifications:

Knowledge of:

  • Microsoft Office Access Excel Outlook PowerPoint and Word programs.
  • Generally Accepted Accounting Principles (GAAP).
  • SBCTC Fiscal Affairs Manual (FAM) and Administrative & Accounting Manual (SAAM).
  • Fund accounting and internal control concepts and best practices.
  • Office of Financial Management (OFM) rules and regulations pertaining to revenue and expenditures.
  • Electronic information systems such as (PeopleSoft).
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Bilingual to Spanish and English.

Terms of Employment:

The current vacancy in fiscal services is a full-time overtime and benefit eligible position expected to begin as soon as possible.

The starting salary hiring range is $59844 annually ($28.67 per hour) to $67716 annually ($32.443 per hour) with periodic increases and earning potential to $80460 annually ($38.53 per hour)*. Individual placement within the range is based on the candidates current experience education skills and abilities related to the position. The list established by this recruitment will be used for this position only.

  • Work hours are generally 8 a.m. to 5 p.m. Monday through Friday (1 hour lunch); hours and days may change depending on the needs of the college.
  • Work is performed in an indoor office setting with frequent in-person interactions.
