Job Summary

Position Title: Utility Locator
Department: Public Works & Transportation
Division: Water Protection Line Maintenance
Salary: $45897.00yr/$22.065865hr

Job Summary/ Scope
Performs prompt and accurate locating of City-owned utilities including Gravity Sewer Mains Force Mains manholes and other assorted City assets associated with the sewer system. Keeps accurate and up-to-date records. Must be abreast of current industry standards guidelines procedures and policies. Limited supervisory responsibilities. No budgetary responsibilities.

Supervisory Responsibility
Integral to the position of Senior Work Leader is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching training guiding evaluating correcting and if necessary disciplining.

Essential Duties and Responsibilities
  • Oversees the Citys locate request response system.
  • Coordinates locater schedules including on-call.
  • Interacts and Corresponds with Missouri One Call when settling disputes.
  • Receives locate requests from Missouri One Call
  • Locates City-owned facilities in the field using the Citys GIS system as-built drawings and electronic pipe/cable locating equipment.
  • Prepares various reports detailing locating activities.
  • Completes all necessary forms reports and procedures utilizing Missouri One Calls ticket management system Ticket Check.
  • Advises various division supervisors concerning discrepancies in the Citys utility data (Citys GIS system as-built drawings etc.).
  • Responds to after-hour emergency locate requests.
  • Respnds to or facilitates meet requests made by excavators.
  • Rotates holidays evenings Saturdays and Sundays with Utility Locator Tech for emergency locate calls.
  • Skills in training subordinates in the techniques standards and responsibilities of utility locating.

Other Duties and Responsibilities
Performs all other related duties as assigned.

Required Knowledge Skills and Abilities
  • Skill in using various hand tools
  • Skill in using and maintaining various electronic utility locating devices.
  • Ability to follow instructions and perform tasks with minimum supervision.
  • Ability to read and understand maps drawings blue prints GIS maps and other facility records.
  • Ability to safely access various utility appurtenances such as electrical vaults valve boxes and both waste- and storm- water manholes and structures.
  • Knowledge of basic markings symbols and colors used when locating underground facilities.
  • Knowledge of Missouri One Call procedures and policies.
  • Knowledge of the Citys utility infrastructure.
  • Knowledge of the Citys street name and address system.
  • Knowledge of MUTCD Traffic Control standards and procedures.
  • Knowledge of confined space entry procedures and regulations.
  • Required to be on-call and/or carry a pager and respond to emergencies as needed.
  • Valid Class A Commercial Drivers License required (or must be able to obtain a license within 3 months of employment).
  • Skills in Microsoft Office and knowledge of asset management software required.

Materials and Equipment Directly Used
Uses an electronic line locator. Uses a shovel pick or other hand tools on a regular basis. Uses a computer and/or other electronic devices daily. Operates a light truck daily. There may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements
Exposure to extreme weather conditions including extreme heat and cold. Will frequently work in areas of high traffic. Good eye/hand coordination. Frequent standing bending walking stooping and climbing. Occasional lifts objects weighing 80 pounds and infrequently lift objects weighing in excess of 80 pounds. Subject to call-in under emergency conditions. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested and approved by the appropriate supervisor.

Education/Experience
High school diploma or equivalent required. One to three years experience in related field required.
All applicants must pass a drug screening and criminal background check prior to employment.
