JOB DESCRIPTION

JOB TITLE: Chief Business Services

REPORTS TO: Superintendent of Schools

WAGE/HOUR STATUS: Exempt

PAY GRADE: AM 12

PRIMARY PURPOSE:

The Chief of Business Services is a senior executive leader responsible for providing strategic leadership and oversight of the districts financial and business operations as well as key support services departments. This position directs financial management budgeting accounting audits and capital project funding while ensuring the efficient delivery of operational services including Facilities Transportation Child Nutrition Maintenance Construction Technology Energy Management and Student Data and Compliance.

The Chief of Business Services collaborates closely with the Superintendent Board of Trustees and district leadership team to advance district goals and ensure sound fiscal stewardship operational excellence and a safe and supportive learning environment for all students and staff.

All employees are expected to act with integrity support organizational goals communicate clearly and respectfully champion the needs of students and employees and drive systemic excellence.

QUALIFICATIONS:

Required:

  • Minimum of ten (10) years of related experience in business services and operations including at least five (5) years in senior leadership or executive roles in a school district or comparable organization
  • Proven experience in financial management budgeting facilities planning and operations oversight

Preferred:

  • Certified Public Accountant (CPA) certification
  • Masters Degree or Doctorate Degree from an accredited college or university in Education Administration Business Administration Accounting or related field Experience in large diverse urban or suburban school districts

SPECIAL KNOWLEDGE/SKILLS:

  • Comprehensive understanding of Texas public school finance laws TEA guidelines and state/local compliance requirements
  • Expert-level knowledge of accounting principles (GAAP) financial reporting standards and governmental audit procedures
  • Deep expertise in capital project funding bond issuance and long-range facilities planning
  • Strong understanding of PEIMS student data compliance TSDS Core Collections and the connection between data integrity and funding/accountability
  • Broad knowledge of operational departments including Facilities Technology Operations Transportation Child Nutrition Maintenance Energy Management and Construction
  • Familiarity with insurance risk management procurement practices and financial oversight systems in K-12 education
  • High-level strategic planning and analytical skills to assess financial health anticipate risks and support long-term sustainability
  • Proven ability to lead multimillion-dollar budgets interpret complex financial data and provide clear reporting to executive leaders and the Board of Trustees
  • Effective project management and change leadership skills across finance capital programs and support services
  • Strong collaboration and negotiation skills in working with diverse departments vendors community leaders and public officials
  • Expertise in supervising high-level staff and aligning large teams to district strategic and operational goals
  • Ability to lead districtwide business and operational functions with integrity transparency and fiscal responsibility
  • Ability to balance day-to-day operational demands with long-term strategic initiatives across multiple departments
  • Ability to develop and maintain systems that ensure accountability efficiency and equity in service delivery
  • Capacity to inspire confidence and trust among stakeholders through credible financial leadership and consistent communication
  • Ability to manage multiple competing priorities in a high-pressure deadline-driven environment while maintaining professionalism and emotional control

MAJOR RESPONSIBILITIES AND DUTIES:

Financial Leadership and Management:

  • Lead the development implementation and management of the districts annual budget ensuring fiscal responsibility and alignment with district priorities
  • Oversee accounting financial reporting audits payroll and procurement processes to maintain compliance with all applicable laws and regulations
  • Administer capital funding initiatives including bond program planning funding acquisition bond sales coordination and capital project financial oversight
  • Provide financial analysis and reporting to the Superintendent Board of Trustees and audit committees to support transparent and informed decision-making
  • Manage risk management and insurance programs to safeguard district assets

Operational and Support Services Oversight:

  • Provide leadership and strategic direction for district-wide support services including Facilities Transportation Child Nutrition Maintenance Construction Technology and Energy Management
  • Oversee the planning and execution of the Ten-Year Master Plan for Facilities and related capital improvement projects
  • Promote energy conservation initiatives and sustainability practices throughout district facilities
  • Collaborate with department leaders to optimize service delivery and resource utilization aligned with district goals

Student Data and Compliance Oversight

  • Supervise Student Data and Compliance Officer to ensure accurate and compliant PEIMS reporting enrollment attendance and CCMR metrics
  • Collaborate with campus and district leaders to embed data integrity and accountability into daily operations
  • Utilize student and financial data analytics to guide resource allocation and financial decision-making

Executive Leadership and Stakeholder Engagement:

  • Serve as a key member of the Superintendents Senior Leadership Team advising on financial and operational matters
  • Foster collaborative relationships with the Board of Trustees community partners governmental agencies and other stakeholders
  • Represent the district in financial and operational related matters with external entities

Supervisory Responsibilities:

  • Directly supervise senior leaders responsible for district operations technology and business services functions
  • Establish performance expectations evaluate staff performance and promote professional development opportunities
  • Champion a culture of accountability continuous improvement and innovation

WORKING CONDITIONS:

The usual and customary methods of performing the jobs functions require the following physical demands: physical mobility standing prolonged sitting some lifting carrying pushing and/or pulling. This position will also require frequent travel within the district and occasional statewide travel.

Mental demands:

Ability to solve problems and manage high-stakes fast-paced situations; ability to interpret diverse data sets and apply research-based practices; ability to manage competing priorities and apply leadership discretion under pressure; ability to maintain emotional control and professionalism under stress. Extended work hours may be required.
