The Department of Information Technology (DIT) is seeking to fill a vacantInformation Technology (IT) Specialist I position located in Honolulu. Under the supervision of a Data Processing Program Manager or Senior Systems Analyst this position provides greater IT support for a large agency or cluster of smaller agencies.
What You Will Do- Gather and analyze general information concerning requirements contained in system application plans.
- Plan and conduct system surveys of departmental functions to determine the feasibility of applying automation methodologies.
- Conduct studies to obtain factual historical and statistical data relating to work flow work measurement time distribution organizational and functional relationships and other types of data needed by an agency to carry out its functions.
- Initiate formal documentations to effect changes in systems network cabling electrical security and equipment configuration.
- Provide analysis and programming support.
- Conduct tests and End-User training.
- Perform other related duties as assigned.
- An IT Specialist I in this department may progress upward to higher levels.

Minimum Qualification Requirements
At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in computer science public or business administration accounting mathematics or a related field.
Substitution: Work experience may be substituted for the Bachelors degree on a year-for-year basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a Bachelors degree.
EXPERIENCE REQUIREMENT:
One (1) year of experience in the analysis of operating practices methods and procedures some of which shall have involved the conduct of feasibility studies and the analysis and design of information technology systems for the processing of data.
Applicable Skills Needed
Knowledge of:
- the principles and practices of public administration organization and management
- data processing systems analysis design and development
- the operation characteristics and capabilities of various types of information technology equipment
- research and statistical methods and techniques
Ability to:
- gather analyze correlate and evaluate facts and make sound judgments
- determine feasibility of converting various manual work processes to automated technologies
- review organizational structures work flow and operating procedures and processes and integrate findings for IT processing purposes
- prepare clear and concise reports and guidelines
- work cooperatively with others
- A Bachelors degree in Computer Science or MIS from an accredited four-year college or university may be substituted for six months of experience in the analysis of operating practices methods and procedures.
- A Masters degree in Computer Science or MIS from an accredited four-year college or university may be substituted for one year of experience in the analysis of operating practices methods and procedures.
