The Montana Board of Crime Controls (MBCC) mission is to proactively contribute to public safety crime prevention and victim assistance through planning policy development and coordination of the justice system in partnership with citizens government and communities in support of this mission MBCC is comprised of twenty-one dedicated employees possessing a shared vision of public service for Montanas most vulnerable citizens. The Grant Programs Section leads and manages the agencys federal and state grants from grant application to award including monitoring compliance and state planning with diverse stakeholders.

What is this career opportunity

The Grants Supervisor serves as the section supervisor leading the administration of the agencys federal and state grants in the Grants Program Section. The Grants Supervisor is essential for successful grant oversight leading subgrantee compliance and monitoring efforts enhances grant management across public safety victim programs and juvenile justice programs and applies federal and state guidelines to effectively administer MBCC grants. This role is essential to build and maintain collaboration and coordination with state and local partners for purposes of improving the criminal justice system grant administration and identifying needs related to funding priorities and educating others about agency grants.

The Grants Supervisor will be responsible for duties such as:

  • Supervises four staff including responsibilities related to supervisory functions like recruitment hiring and training as well as conducting performance appraisals and evaluations.

  • Program development research and design including recognizing emerging issues and impacts on the agency and subgrantees.
  • Research and apply federal and state rules and regulations for grant administration development and distribution of grant notice of funding opportunities.
  • Identifies strategies to enhance customer service efficiency and consistency across grant programs offered by the agency.
  • Provide guidance and recommendations regarding agency policies procedures and communication as it relates to grant management and federal changes subgrant compliance with programmatic and fiscal requirements corrective action and/or noncompliance.
  • Analyzes and evaluates grant management practices including release of notice of funding opportunities and budget impacts to identify gaps in services effectiveness of funding strategies needs and compliance with federal and state regulations.
  • Assist in leading the Youth Justice Advisory Council and providing information to the Board of Crime Control.
  • Prepares presentations reports and materials for board council and committee meetings.
  • Works closely with other section supervisors including fiscal administration and statistical analysis center.
  • May assist in program performance conduct on-site monitoring visits reviews narrative and statistical information submitted by grantees on a monthly/quarterly basis.
  • Provides technical assistance with application procedures and grant guidelines for new and current programs.
  • Develop recommend and implement program and grant administration timelines.
  • Track grant management and service milestones and deliverables that meet agency goals and objectives.
  • Lead planning execution and delivery of agency state planning efforts with diverse stakeholders and agencies.
  • Participate in training internal and external partners.
  • Support grant reporting and performance measurement as needed.

What are we looking for

Education and Experience:

  • Bachelors degree in business administration criminal justice administration public administration or related field.

  • Four years of related work experience.

  • Two years of supervisory experience.

  • Other combinations of education or experience may be substituted.

Preference will be given to candidates with specific experience:

  • Program development research evaluation and short-term and long-term planning

  • Grant administration and budget management

  • Experience with successfully collaborating and working with diverse criminal justice agencies and disciplines to achieve common goals and objectives

  • Knowledge experience and skills to analyze and apply federal and state regulations policy and procedures for purposes of grant management auditing and compliance

  • Knowledge experience and skills successfully facilitating stakeholder meetings and committees
