Job Overview

We are seeking an experienced Purchasing and Contract Manager to support complex procurement contracting and contract management activities within a large-scale infrastructure and maintenance environment.

The role combines strategic procurement responsibilities with hands-on contract execution and focuses on the development implementation and optimization of maintenance contract strategies and tendering processes.

Key Responsibilities

• Develop procurement and contract strategies for maintenance programs
• Prepare and draft tender and procurement documentation
• Design and implement contract management structures and methodologies
• Develop and apply contract models for pilot initiatives
• Analyze existing contracts and translate findings into improved contracting approaches
• Support ongoing contract execution and management activities
• Contribute to procurement planning and risk allocation strategies
• Collaborate with internal and external stakeholders throughout procurement and execution phases
• Translate strategic objectives into practical contract management solutions

• Procurement plans and contract strategy documentation
• Tender documentation requirements and contract structures
• Contract management framework proposals
• Contract models for pilot projects
• Contract analysis and evaluation reports
• Improvement proposals for future contracting approaches

Required Skills & Experience

• Minimum 10 years of experience in procurement and contract management
• Strong experience with contract strategy development and tendering processes
• Experience with contract forms such as UAV ARVODI and hybrid contract models
• Knowledge of contract management methodologies such as SCB or similar frameworks
• Experience managing complex procurement and maintenance contracts
• Strong analytical and problem-solving skills
• Ability to connect strategic planning with operational execution
• Excellent stakeholder management and communication skills
• Strong understanding of risk allocation and contract governance
• Dutch language proficiency is required
