Position Information


Managing grant funding to supportHonolulus community programs

TheDepartment of Community Services (DCS) Grants Management Division is seeking a grants professional to support the distribution administration and monitoring of City-funded this role youll help ensure grant funds are awarded managed and used effectively to support community services.

What Youll Do:
  • Prepare Requests for Proposal (RFP) for qualifying potential grant recipients
  • Ensure compliance with applicable rules and ordinances
  • Negotiate prepare and manage contracts
  • Issue Notices to Proceed (NTP) in a timely manner
  • Monitor grant activities by reviewing monthly payments and site visits
Special Working Requirements:
  • Serves as Disaster Support Worker during Civil Defense emergencies
  • May be required to work weekends nights and holidays

Minimum Qualification Requirements

At the time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelors degree in public or business administration economics or related field.

Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.

For example:
    1. Four years of professional work experience in any occupation may substitute for a general bachelors degree.

    2. Four years of general work experience (does not need to be professional level experience) in grant management and writing grants may substitute for a general bachelors degree.


  1. Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United order to receive credit for the education proper documentation e.g. a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Three years of professional experience in professional administrative or analytical experience involving locating monitoring evaluating obtaining and/or administering federal state and/or private grants.

Must be able to:
  • Understanding of laws rules and policies for grant-funded community programs
  • Familiarity with social service and community development funding programs
  • Awareness of federal state local and private grant funding sources
  • Research and analysis of program and funding data
  • Use of basic statistics to interpret information
  • Application of basic accounting practices in grant tracking and reporting
  • Work within laws and regulations when developing recommendations
  • Review and interpretation of program performance and outcome data
  • Preparation of clear reports charts and graphs to communicate findings
QUALITY OF EXPERIENCE:
Having the required number of years of experience willnotin itself be accepted as qualifying for the position. Your overall experience must have been of such scope level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
