ABOUT THE POSITION


The County of Riversides Agricultural Commissioners Office is seeking to fill a Fiscal Analyst to support the Administration & Management Division in Riverside.

The Fiscal Analyst will lead efforts to develop implement and enhance fiscal operations services and programs with responsibility for invoicing contract oversight (including agreements with the California Department of Food and Agriculture (CDFA)) registration fee management reconciliation and consolidation of financial reports budget tracking and purchasing functions. This role assists with analyzing and resolving fiscal and budgetary issues supports the development and monitoring of budget projections and helps prepare findings and recommendations based on research and financial analysis and performs other duties as assigned.

Competitive candidates will possess advanced Microsoft Excel skills (e.g. formulas VLOOKUPs pivot tables) experience with financial systems such as PeopleSoft Financials for budgeting reporting and transaction processing. Familiarity with document and workflow systems such as Sherpa Adobe Acrobat and Laserfiche is preferred. Experience digitizing and streamlining business processes along with a proactive approach to evaluating processes and identifying opportunities for improved efficiency as well as experience in financial analysis budgeting and forecasting is highly desirable. This position reports to the Assistant Agricultural Commissioner/Sealer.

EXAMPLES OF ESSENTIAL DUTIES

Research and resolve a variety of difficult problems independently; exercise initiative in anticipating or identifying problems or errors and follow through to resolution; forecast impact of potential actions/decisions.

Interpret a wide variety of complex policies procedures regulations contracts and agreements to determine their applicable provisions and clauses for assistance with difficult problems and circumstances.
Plan coordinate and conduct studies of fiscal operations cost allocations and/or allocation basis budget preparation and control equipment usage staffing patterns workflow and space utilization.
Develop reports and recommendations for appropriate action based on the analysis of gathered data.

Prepare or assist in the preparation and/or review of budgets; analyze need for budget items requested to determine whether items are justifiable based on program objectives and priorities.

Examine and provide recommendations for the transfer of funds; review financial data on an on-going basis to ensure conformance with established guidelines.

Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation.

Develop and recommend fiscal policies and procedures; develop written procedures to clarify or describe standard practices; coordinate the publication and dissemination of procedures.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelors degree preferably with major coursework in business or public administration accounting finance or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Highly desirable: Coursework in accounting finance or a closely related field such as completion of at least 12 semester units (or 18 quarter units) in accounting and/or finance.

AND

Experience: Two years of paraprofessional accounting experience equivalent to the Riverside County classification of Accounting Technician.

Equivalent to Accounting Technician refers to functioning primarily as a key assistant to a professional accountant or other management staff in a large organization; performing difficult and complex paraprofessional accounting work that required the use of a wide range and variety of basic accounting principles and procedures in the establishment and maintenance of an accounting system for a large organization; performing highly responsible and complex work in specialized/technical reviews; having final approval and control of complex and varied accounting records accounts or claims.

Knowledge of:Principles of administration organization and governmental accounting systems necessary to analyze and evaluate fiscal operations and programs; principles and practices of fiscal management and budgetary control; grantsmanship; federal OMB Circulars relating to federal grants and allowable costs; accounting and business law terminology; the significance of the accounting cycle and the interrelationship of data contained in various accounts; mathematical techniques and concepts involved in collecting organizing interpreting summarizing analyzing and graphically presenting numerical data; spreadsheets and the basic elements of supervision.

Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form; analyze fiscal operations through the use of spreadsheets.
