Job Summary

The Natural Resource Liaison (NRL) is an unclassified (exempt) position within the State of Nevada Division of Minerals. The primary duty of the position is to coordinate the development of natural resource projects within the state of Nevada between state and federal permitting authorities and project proponents.

Essential Qualifications

Applicants must demonstrate the following qualifications:

  • A minimum of five (5) years of experience in permitting natural resource projects.
  • Experience working with state and federal regulatory agencies.
  • Significant experience and demonstrated successes in project management.
  • Excellent communication and coordination skills including the ability to work with industry and government stakeholders.
  • Moderating experience including facilitating discussions between multiple parties.
  • Working knowledge of Nevada Revised Statutes (NRS) and Nevada Administrative Codes (NAC).
  • General understanding of mining wildlife conservation energy development and transmission corridors air and water regulations mining regulation and reclamation and other aspects of mining and natural resource projects.

The following qualifications are preferred:

  • Knowledge and experience working with NRS and NACs 519A 445A 445BA 534B and/or other natural resource and permitting related chapters.

Job Duties

The Natural Resource Liaison will:

  • Coordinate natural resource development projects between state and federal permitting authorities and project proponents.
  • Facilitate communication coordination and collaboration among regulatory agencies project proponents and other stakeholders involved in project permitting and development.
  • Assist in identifying regulatory requirements and permitting timelines for complex natural resource projects.
  • Monitor and track permitting progress and facilitate discussions to resolve regulatory issues that may contribute to delayed project reviews.
  • Organize and moderate meetings between project proponents and regulatory agencies to promote efficient information sharing and decision-making.
  • Maintain awareness of state and federal legislative and regulatory changes affecting natural resource permitting and development.
  • Provide coordination and facilitation support to ensure projects move through regulatory processes as efficiently as possible.

Knowledge Skills and Abilities

The incumbent must be knowledgeable in many facets of natural resource permitting and will be expected to become an expert in this field. The NRL must stay current on state and federal legislation affecting natural resource permitting and development and assist in coordinating the implementation of regulatory processes among multiple agencies and stakeholders. The NRLs primary responsibility is to coordinate with permitting agencies and assist proponents in navigating permitting processes.
