Wage Range
Water Distribution Operator I:$27.26 - $32.71 per hour
Water Distribution Operator II:$32.40 - $40.49 per hour
Water Distribution Operator III: $36.40 - $45.50 per hour

This position is assigned a 9/80 work schedule with employees working nine-hour days and receiving every other Friday off. Other work schedules may be considered based on operational demands.

The Organization

The City of Paso Robles was incorporated in 1889 as a general law city and operates under the Council-Manager form of government. As of January 1 2025 the Citys population has grown to approximately 31061 reflecting consistent growth over recent years as more residents are drawn to the Citys high quality of life strong community identity and comprehensive municipal services.

The City is a full-service municipality meaning it provides a wide range of essential public services directly to its residents. These include police and fire protection emergency medical response water and wastewater utilities parks and recreation planning and development services public works and community enrichment programs. The City is committed to delivering responsive effective and efficient services that enhance the well-being of its residents and support a safe sustainable and vibrant community.

The governing body consists of a five-member City Council: the Mayor elected at large by the voters of the City; and four Councilmembers elected by district. Voters also elect one City Treasurer at-large. All six elected positions are non-partisan. The City Manager appointed by the City Council serves as the Chief Executive Officer and is authorized to appoint all non-elected employees with the exception of the City Attorney.

The City operates with a total annual budget of $145.7 million for fiscal year 2025-26 and employs 314.44 full-time equivalent positions across the departments of Administrative Services City Managers Office Community Development Community Services Fire and Emergency Services Police Public Works and Utilities.

The Division

The Water Division delivers a reliable high-quality water supply to approximately 9200 residential 800 commercial and 400 irrigation customers. The system includes 19 groundwater wells advanced treatment facilities six booster stations four reservoirs with over 12 million gallons of storage and more than 170 miles of distribution pipeline.

The Division is responsible for maintaining and operating the water distribution system including pipeline maintenance leak detection and repair installation of services and fire hydrants and system inspections. Staff work closely with contractors and developers to ensure compliance with City standards through plan review construction oversight and inspection of new infrastructure.

The team also supports water quality protection through a robust cross-connection control program and ongoing regulatory compliance ensuring safe and potable drinking water in accordance with state and federal standards.

Typical Duties

The following duties are typical of this classification. Incumbents may not perform all of the duties set forth below and/or may be required to perform additional related duties to address City needs and evolving business practices.

Installs constructs repairs maintains upgrades and replaces water mains service laterals fire hydrants fire lines wells reservoirs pumps valves meters meter vaults well or booster pumps and motors and other water system facilities and related infrastructure.
Inspects diagnoses and troubleshoots problems; performs preventive and corrective maintenance; conducts tests and inspections on completed work; and identifies repairs requiring outside contractors.
Operates and maintains specialized equipment used in water utility operations such as valve exercisers hydro-excavators tapping machines and related tools.
Performs traffic control duties in accordance with established safety standards; sets up and removes traffic cones barricades and signage; and directs traffic as required.
Operates a variety of light and heavy construction equipment including backhoes excavators loaders dump trucks forklifts compactors and concrete saws.
Oversees and assists lower-level staff in construction maintenance and repair activities; ensures work is performed safely and in compliance with regulatory standards and City procedure.
Provides technical input and recommendations to supervisor and management regarding water system operations maintenance strategies and capital improvement needs.
Reads tests and maintains water meters both manual and automated; records meter data using electronic devices; and verifies meter accuracy and functionality.
Responds to customer service requests including service turn-ons and shut-offs; investigates customer inquiries complaints and potential billing or meter-reading discrepancies; and provides information regarding water service and usage.
Determines and procures appropriate materials supplies and equipment for assigned projects; may purchase supplies from approved vendors with proper authorization.
Reads and interprets maps engineering drawings and as-built plans to locate verify and document water infrastructure using GIS and electronic locating devices.
Performs gas or arc welding to cut heat weld or braze metal components as required for maintenance or construction tasks.
Collects water quality samples and performs field testing including chlorine residual pressure leak detection and flow measurement in accordance with regulatory and safety standards.
Completes monthly reports and maintains basic records of work performed and materials and supplies used.

Installs relocates removes and repairs water services and connections including hot taps curb stops and ball valves.
Replaces repairs and installs various types of valves such as gate butterfly and Cla Val pressure actuated control valves both above and below ground.
Performs excavation shoring and backfilling of trenches; restores work sites by repairing or replacing damaged surfaces including concrete finishing asphalt patching and paving.
Cuts fits lays and repairs water mains; performs cleaning flushing and maintenance of mains reservoirs and related infrastructure.
Works with electrical components such as pump panels well motors production meters SCADA and booster pumps.
Maintains and troubleshoots electrical components ranging from 480-volt 3 phase to 12-volt DC control wiring.
Performs a variety of water system housekeeping duties such as painting weed abatement spraying of weeds well access road maintenance and general facility cleanup.
Other related duties as assigned in relation to the operations and maintenance of the water system.

When assigned must be available to participate in standby rotations (be ready to respond/arrive to calls for service within 30 minutes)and respond to emergency overtime as required under the SEIU memorandum of understanding.

Education and Experience
A typical way of obtaining the knowledge skills and abilities outlined above is:

Graduation from high school or possession of a General Educational Development (GED) certificate; and
Water Distribution Operator I: One year of related experience in underground construction maintenance or repair.
WaterDistributionOperator II: Two years of semi-skilled experience in underground utility construction maintenance or repair including at least one year of underground water-related experience.
WaterDistributionOperator III: Four years of semi-skilled experience in underground utility construction maintenance or repair including at least three years of underground water-related experience.

Licenses and Certifications
Requires possession of a valid California Class C driver license a satisfactory driving record and the following:

Water Distribution Operator I: Must possess a Grade I Water Distribution Operator certification within one year of appointment.
Water Distribution Operator II: Must possess a Grade I Water Treatment Operator and Grade II Water Distribution Operator certification upon appointment; must obtain a Class A California driver license with appropriate endorsements within one year of appointment.
Water Distribution Operator III: Must possess a Grade II Water Treatment Operator and Grade III Water Distribution Operator certification and a Class A California driver license with appropriate endorsements upon appointment.

Distinguishing Characteristics
Water Distribution Operator I is the entry level class in the series. Incumbents perform basic-level unskilled and semi-skilled operational and maintenance duties while gaining a foundational understanding of potable water treatment and water distribution systems. Employees in this classification learn to safely operate and maintain a variety of equipment machinery and hand and power tools under close supervision.

Water Distribution Operator II is the journey level position in the series. Incumbents perform intermediate-level unskilled semi-skilled and skilled operational and maintenance duties across all areas of assignment. Employees complete complex projects within established procedures and are proficient in operating and maintaining a variety of heavy equipment machinery and tools with minimal supervision.

Water Distribution Operator III is the advanced journey level position in the series. Incumbents perform difficult-level highly complex and specialized assignments exercising independent judgment within established guidelines. Employees at this level possess comprehensive knowledge of water system operations maintenance practices and regulatory compliance requirements. Responsibilities include training and providing technical guidance to lower-level staff coordinating work assignments ensuring quality control and serving as the Water Distribution Shift Operator as required by the State of California as assigned.

Advancement Criteria
The Water Distribution Operator classification is a flexibly staffed series. Advancement within the series shall be based on demonstrated proficiency in the operation of the Citys water system; possession of the required knowledge skills competencies and abilities; attainment of the requisite certification(s) and/or license for the level; and recommendation of the department director.

Employees eligible for advancement to the next level in the series must have served a minimum of 6 months satisfactory performance at their current wage step prior to reclassification. Reclassification shall become effective the first day of the pay period following written approval from the department director.

Employees who do not obtain the required certification(s) and/or license within the specified timeframe shall not progress to the next step of the wage range until such certification(s) and/or license are obtained. The effective date of the step increase shall be the first day of the pay period in which the certification(s) and/or license were obtained.
