General Description

We are looking for an experienced leader to join our team as Director of Information Technology. Under limited supervision this position performs complex technical and administrative work in planning implementing and maintaining the local governments information technology infrastructure systems and services. Reports to the County Administrator.

Essential Functions

Plans coordinates and manages the installation configuration maintenance and upgrade of network infrastructure including servers routers switches firewalls wireless systems and related hardware and software; monitors system performance and availability; identifies and resolves technical problems in a timely manner to minimize operational disruption.

Manages and maintains the countys cybersecurity posture including implementing and monitoring security policies access controls patch management vulnerability assessments and incident response procedures; ensures compliance with applicable security standards policies and regulatory requirements.

Oversees the provisioning and administration of user accounts permissions and access controls across enterprise systems; manages Active Directory email platforms collaboration tools and other enterprise applications; coordinates with department heads to ensure IT systems meet operational requirements.

Leads and coordinates IT projects including needs assessment planning vendor evaluation procurement implementation and post-deployment support; develops project timelines manages resources and communicates status and outcomes.

Directs the work of IT staff including assigning tasks reviewing work products providing technical guidance and mentoring and participating in performance management; coordinates contractor and vendor relationships to ensure service levels are met.

Develops maintains and enforces IT policies procedures standards and documentation including disaster recovery plans business continuity procedures data backup protocols acceptable use policies and system configuration standards.

Manages the departments technology asset inventory including procurement tracking lifecycle management and disposal of hardware software and licensed applications in accordance with applicable purchasing and administrative policies and procedures.

Provides technical consultation and support to department heads and staff regarding technology needs system capabilities and emerging technology solutions; presents recommendations and status updates to the County Administrator as needed.

Responsible for the preparation and monitoring of the IT department budget including researching technology costs preparing purchase justifications monitoring expenditures and ensuring purchasing transactions are conducted in accordance with applicable policies.

Performs other duties as assigned.

Knowledge Skills and Abilities

Required Knowledge

  • Network Infrastructure & Systems Administration Comprehensive knowledge of network infrastructure design administration and operations including LAN/WAN architecture TCP/IP protocols routers switches firewalls VPNs wireless systems and server administration in both on-premises and cloud environments.
  • Cybersecurity Principles & Practices Thorough knowledge of cybersecurity frameworks principles and best practices including access control management patch management vulnerability assessment intrusion detection incident response and compliance with applicable security standards and policies.
  • Enterprise Applications & Systems Knowledge of enterprise resource planning (ERP) systems Active Directory Microsoft 365 virtualization platforms database management and related enterprise software used in local government operations.
  • IT Project Management Knowledge of information technology project management principles and practices including planning scope definition resource allocation risk management vendor coordination timeline management and project status reporting.
  • Records Management & Data Governance Knowledge of public records laws data retention schedules Freedom of Information Act (FOIA) compliance requirements and electronic records management systems as they apply to local government IT operations and data stewardship.
  • Management of Personnel Knowledge of leadership techniques principles and procedures to assign work schedule supervise train and evaluate the work of assigned IT staff and contractors. Knowledge of personnel development and the use of human resources information systems.
  • Customer Service Thorough knowledge of principles and processes for providing internal customer services to departments and end users. This includes setting and meeting quality standards for IT services and evaluating customer satisfaction.

Required Skills

  • Performance Management Monitoring and assessing the performance of IT staff and contractors to make improvements or take corrective action. Motivating developing and directing technical personnel as they work; identifying the most appropriate resources for assigned projects and support tasks.
  • Critical Thinking Using logic and reasoning to understand analyze and evaluate complex technical situations; researches information to identify the strengths and weaknesses of alternative solutions system configurations or technology approaches. Apply general principles to specific technical problems to produce sound and practical solutions.
  • Judgment / Decision Making Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex technical and operational matters. Consider the relative costs security implications and operational benefits of potential actions to choose the most appropriate one.
  • Interpersonal Relationships Develops and maintains cooperative and professional relationships with department heads end users vendors contractors and employees across the organization. Tactfully and effectively handles technology-related requests concerns and complaints from departments and shares technical knowledge with staff for mutual and organizational benefit.
  • Computer Skills Advanced proficiency in the use of personal computers network administration tools enterprise software platforms diagnostic utilities and related technology used to manage monitor and support the governments IT infrastructure and services.
  • Software Troubleshooting & Technical Support Skill in installing configuring troubleshooting and resolving issues related to operating systems enterprise applications network systems and end-user devices; ability to advise management on new technology solutions and provide authoritative technical guidance to staff and contractors.

Required Abilities

  • Coordination of Work Ability to establish and implement effective IT operations programs maintenance schedules and project plans. Ability to plan and organize daily work routines while managing multiple concurrent priorities including infrastructure maintenance project delivery and user support. Establishes priorities for the completion of work in accordance with sound time-management methodology. Performs a range of supervisory responsibilities over assigned technical staff and contractors.
  • Communication Excellent ability to communicate complex technical concepts and proposals effectively to both technical and non-technical audiences to include the preparation of reports system documentation policies and project status updates. Excellent ability to listen and understand information and ideas presented verbally or in writing. Ability to handle a variety of departmental and personnel issues with tact and diplomacy and in a confidential manner.
  • Budgeting Ability to perform arithmetic algebraic and statistical applications. Ability to employ economic principles and practices in the analysis and reporting of financial data related to technology procurement licensing infrastructure costs and IT department expenditures.

Education Training and Experience

Bachelors Degree in Information Technology Computer Science Information Systems or a related field and 57 years of progressively responsible experience in information technology operations and infrastructure management with 12 years of lead or supervisory experience or an equivalent combination of education and experience. Relevant professional certifications such as CompTIA Network CompTIA Security Microsoft Certified Systems Administrator (MCSA) Cisco Certified Network Associate (CCNA) or Project Management Professional (PMP) are highly desirable.

Additional Requirements

An acceptable general background investigation to include a local and state criminal history check sex offender registry check as well as a valid drivers license with an acceptable driving record.

May be required to respond to after-hours system emergencies and critical outages. Considered essential personnel during declared emergencies.

Must maintain current knowledge of evolving cybersecurity threats technology trends and applicable regulations through continuing education and professional development.
