Job Duties:
Telework is limited in accordance with the Commonwealths telework policy.
Support DBVIs mission to empower individuals who are blind vision impaired or deafblind by ensuring legal compliance transparent processes and clear policy and regulatory frameworks.
DBVI is seeking a Sr. Policy Analyst to provide policy legislative and regulatory leadership; serve as the agencys liaison for legislative matters; oversee the regulatory program; manage the development of policy and guidance documents; coordinate statutory compliance related to ADA FOIA PII HIPAA public hearings and related requirements; and serve as DBVIs Fair Hearings and Appeals Coordinator.
To meet the expectations of this job the employee will have access to personally identifiable and confidential information about agency consumers and/or agency staff.
Other duties and/or special projects will be assigned as needed. The employee completes duties and/or projects as directed by the supervisor.
Minimum Qualifications:
Training/Experience:
- Training or experience in public administration public policy political science law business administration or a related field is required.
Experience:
Experience interpreting and applying state and federal laws regulations and policies.
Experience conducting legislative analysis policy development or work with regulatory processes.
Experience preparing written reports policy documents and guidance materials.
Knowledge:
- Extensive knowledge of legislative processes bill analysis and the development of agency legislative proposals.
- Advanced knowledge of APA/ORM regulatory requirements and promulgation procedures including Town Hall submissions public comment cycles and compliance timelines.
- Strong understanding of DBVI programs policy frameworks administrative practices and applicable federal and state requirements.
- Expertise in policy development document control standards guidance documentation and policy lifecycle management.
- Deep knowledge of due process requirements for VRrelated Consumer Appeals and Evidentiary Hearings including timelines documentation and decision expectations.
- Seniorlevel knowledge of statutory compliance requirements related to ADA FOIA HIPAA and PII protection.
- Knowledge of emergency planning and Continuity of Operations (COOP) standards and expectations.
- Knowledge of plain language accessibility standards and peoplefirst language conventions.
Skills/Abilities
- Skill in analyzing legislation and identifying operational and programmatic impacts for DBVI.
- Skill in drafting and maintaining regulations policies and guidance documents.
- Skill in coordinating regulatory actions APA/ORM filings Town Hall postings and public comment processes.
- Skill in managing appeals scheduling documentation compliance tracking and trend analysis.
- Skill in communicating complex legislative regulatory and compliance information clearly and accurately.
- Skill in providing training and technical assistance to staff on policy regulatory requirements compliance standards ADA/FOIA/HIPAA/PII and due process expectations.
- Skill in handling confidential information securely and in compliance with statutory requirements.
Abilities:
- Ability to manage multiple timesensitive legislative regulatory and compliance activities concurrently.
- Ability to interpret and apply laws regulations and official guidance to DBVI operations and program decisions.
- Ability to synthesize complex information into clear recommendations briefings guidance documents and reports.
- Ability to collaborate effectively with internal staff DBVI leadership and external agencies including regulatory partners.
- Ability to evaluate trends in legislation compliance and appeals to support improvements in policy and operational processes.
- Ability to create accurate accessible reports templates and training materials used for agency communication and compliance.
Competencies/Other Requirements
- Ability to complete mandatory state compliance training (ADA FOIA HIPAA PII COOP).
Licensure/Certification
- Training in ADA FOIA HIPAA or VR appeals processes may be required after entry.
Additional Considerations:
Knowledge of vocational rehabilitation services.
Experience working in a state agency or in a legal regulatory or public policy environment.
Certification in regulatory compliance project management or policy analysis.
Experience coordinating compliance activities including ADA FOIA HIPAA and PII.
Experience with hearings appeals or due process procedures.
