The City of Spring Hill is seeking a motivated Assistant City Planner to support our Development Services team and Planning Division. This position plays a critical role in helping guide Spring Hills growth through proactive planning land-use regulation and collaborative coordination with stakeholders. General Statement of Responsibilities

Under supervision of the Planning Director or their designee the Assistant Planner performs entry-level planning work in the Planning Division. Work includes the technical review of planning applications and the preparation and presentation of staff reports to the Planning Commission Board of Zoning Appeals and the Board of Mayor and Aldermen as needed. Work may involve the collection and analysis of data interpretation of codes and other work as assigned. This is a skilled full-time non-exempt position.

  • Conducts review of various development applications including subdivision plats site plans variance and rezoning requests.
  • Writes and presents staff reports and recommendations for Planning Commission Board of Zoning Appeals and Board of Mayor and Aldermen consideration and assists in managing and archiving reports and supporting documentation.
  • Provides information orally and in writing to City employees property owners developers community organizations and the general public.
  • Reviews plans and drawings for compliance with planning requirements and approvals.
  • Assists Development Services Department Director and Associate Planner in developing long range plans for the community.
  • Assists in the preparation of long-range planning and transportation projects annexation studies land development regulations and ordinance preparation.
  • Prepares computer based graphic materials and maps.
  • Conducts research surveys and interviews to obtain data and formulate recommendations.
  • Works with other City departments related to planning and zoning matters.
  • Receives the public and answer questions from employees citizens and others while providing excellent customer service.
  • Conducts site inspections for past project approvals for long term land use code compliance with approved site plan/development plans.
  • Attends and participates in evening meetings of Board of Zoning Appeals Planning Commission Board of Mayor and Aldermen and others as assigned; and

Other Job Duties

Performs other job duties as assigned including:

  • Responds to inquiries from public officials City staff and the public regarding all land use and planning issues.

  • Job Content Knowledge:

Has thorough knowledge of the policies procedures and activities of the City and planning practices as they pertain to the performance of duties relating to the position of Assistant Associate Planner. Has thorough knowledge of land use economic development and historic preservation practices as necessary in the completion of daily responsibilities. Has thorough knowledge of zoning land use subdivision regulations and municipal and state codes related to the duties associated with the position. Shall have the ability to work with developers other governmental organizations and the public. Knows how to keep abreast of any changes in policy methods computer operations equipment needs and policies etc. as they pertain to departmental operations and activities. Is able to use independent and professional judgment. Has comprehensive knowledge of the terminology principles and methods utilized within the department. Ability to become knowledgeable and proficient with computers and various types of software such as Microsoft Office ArcGIS or similar mapping systems including database and spreadsheet packages. Shall be able to review plans zoning maps plats and surveys. Ability to keep current of changes in policy methods computer operations equipment needs and policies etc. as they pertain to departmental operations and activities. Is able to effectively communicate with other people and entities involved in the activities of the City and the Development Services Department. Is able to assemble information and prepare written reports and documents and make oral presentations in a concise clear and effective manner. Has the ability to comprehend interpret and apply regulations procedures and related information. Has comprehensive knowledge of the terminology principles and methods utilized within the department.


  • Language Skills:

Ability to read analyze and interpret common scientific and technical journals financial reports and legal documents. Ability to respond to common inquiries or complaints from customers regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management public groups and/or boards of directors.


  • Mathematical Skills:

Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume. Ability to apply concepts of basic algebra and geometry.


  • Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization decision making some choices are known while others may need to be identified. Some reliance on precedent. Ability to interpret a variety of complex instructions furnished in written oral or schedule form.


  • Teamwork:

Develops constructive and cooperative working relationships with others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates the need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.



Physical Demands and Work Environment


Physical Demands: Performance of the essential duties of this job requires the incumbent to:


  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally move about inside the office/building to access file cabinets office machinery the public etc.
  • Constantly operates a computer and other office productivity machinery such as a calculator copy machine computer printer and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally ascends/descends stairs/ladders in various work areas.
  • Frequently moves/transports up to 10 pounds.
  • Occasionally moves/transports up to 50 pounds.

Work Environment:Performance of the essential duties of this job require:

Periodic exposure to outdoor weather conditions

  • The work environment is moderately noisy (for example: business offices with computers and printers light traffic).


Education and Experience

The required knowledge skill and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelors degree in city regional urban planning historic preservation or in a closely related field such as landscape architecture or urban directly related municipal planning experience is desirable. This is an entry-level Planner position and candidates may possess limited related work experience.


Required Certifications/Licenses:

  • State of Tennessee Valid Drivers License

This position requires the use of various office equipment including but not limited to a personal computer (word processing power point spreadsheet generation); Microsoft Office and permitting software;associated Geographical Information Systems (GIS) and planning software; telephone facsimile machine copy machine etc.
