About the Role:
Under general supervisionthe Coastal Stormwater Engineering Associate IIsupports the Coastal Stormwater Permitting Division in the Bureau of Coastal Managementby independently performing technical reviews of site development plans and hydrology/hydraulics/water quality calculations related to stormwater runoff water quality and erosion control. The goal is to ensure projects follow South Carolinas stormwater regulations and the National Pollutant Discharge Elimination System (NPDES) Construction General Permits (SCR100000 and SCR160000 for SCDOT projects). This role also involves providing professional guidance and assistance to local governments land developers consultants public officials and citizens to help them understand and meet stormwater permitting requirements.
Responsibilities:Stormwater Permit Review
Conducts technical reviews of projects having moderate complexity submitted under the NPDES Construction Stormwater Program. Evaluates engineering drawings calculations and reports to determine compliance with applicable regulations and permitting requirements. Prepares approvals for regulated activities and collaborates with consulting engineers and applicants to resolve deficiencies and provide technical guidance throughout the permitting process.MS4 Coordination and Permit Processing
Processes permit coverage requests under the NPDES Construction General Permit (CGP) for projects located within Municipal Separate Storm Sewer System (MS4) areas where technical review is conducted by the MS4 entity. Supports compliance assistance efforts for MS4-regulated entities particularly in coastal regions. Provides technical assistance to MS4s and consulting engineers as needed.Records Management and Reporting
Maintains accurate and well-organized permit files ensuring all relevant documentation is included. Updates and manages the permitting database and tracking spreadsheets to reflect current and complete project information. Assists with compiling data and reports related to permitting activities as requiredTechnical Support and Representation
Provides technical assistance to Compliance and Enforcement staff on stormwater-related issues and sites. Collaborates with related program areas. Represents the Department of Environmental Services (DES) in meetings hearings and court proceedings. Delivers presentations to stakeholder groups and provides evidentiary testimony when necessary.

Minimum and Additional Requirements
- A masters degree in engineering; OR
- A bachelors degree in engineering and one (1) year of experience in environmental engineering; OR
- A bachelors degree in engineering and two (2) years of experience as an engineer.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:- Must be able to work independently and meet strict deadlines.
- Must have a valid drivers license.
- Must be able to communicate effectively through in-person meeting virtual platforms phone calls and written communication with diverse audiences.
- Must have working knowledge of Microsoft Word and Microsoft Excel.
- Field work and conducting site inspections are occasionally required.
- Must be physically able to walk through uneven terrain and inclement weather.
- Must be able to lift 30 pounds.
- Periodic travel to Columbia will be required to attend meetings.
- Occasional overnight travel may be required.
Preferred Qualifications
- Certified as a Construction Site Inspector and Certified Plan Reviewer or the ability to obtain both certifications within two (2) years of employment.
- Educational background in Civil Environmental or Biosystems Engineering or a closely related engineering discipline.
- Prior experience reading and interpreting environmental regulations and permits.
