Harris County Tax Assessor-Collectors Office is seeking a Litigation Manager - Property Tax to join our team!
The Litigation Manager is responsible for managing complex property tax and litigation-related processes including coordination with outside law firms handling litigated and bankruptcy accounts and preparing certified statements for court. Oversees escrow disbursements and maintain fiduciary attorney ad litem and check-tracking databases. Ensures accuracy compliance and effective communication across departments and external partners. This is a full-time in-office position. Remote work is not available unless specifically authorized based on operational needs.
About the Tax Assessor-Collector
The Harris County Tax Assessor-Collectors Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government handling various financial and administrative tasks including:
Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
Motor Vehicle Services:Manage commercial and residential vehicle registration issue license plates and handle vehicle title transfers including the collection of associated fees.
Voter Registration: Oversee voter registration within the county issue voter registration certificates and maintain an accurate voter registration roll.
Additional Revenue Collection: Collecting certain fees fines and revenues related to permits or state mandates depending on the countys needs.
Duties and Responsibilities
Review Approval and Quality Control
Review and approve payment deposits payment transfer requests litigated refunds government proration refunds bankruptcy refunds statute-of-limitation cancellations backdated payments system access requests for outside law firm employees paid time off requests and employee timecards.
Litigation Account Management & Customer Support
Communicate with outside law firms to correct property tax accounts under litigation.
Resolve escalated taxpayer inquiries received via phone or email.
Determine account errors identify payment transfer needs and adjust system due dates when required.
Workflow Coordination & Staff Communication
Assign work including property call schedules payment agreement default requests voicemail responses manual litigation data entry and lawsuit updates.
Coordinate daily and weekly work schedules and provide support during review processes.
Determine appropriate communication methods and timing to guide staff.
Operational Support & Workload Prioritization
Provide cashiering and payment transfer assistance during high-volume periods.
Prioritize workloads reassign tasks and assist staff with manual processing as needed.
Training Development and Administration
Plan develop and deliver training for Litigation Department and Customer Service staff.
Create step-by-step guides and conduct one-on-one training sessions.
Determine training needs and communicate expectations to staff.
Oversight of Processing Functions & Department Inboxes
Oversee check processing certified statements government prorations bankruptcy payments and litigation email inboxes.
Communicate with employees to ensure timely accurate completion of incoming work and identify when additional training is needed.
Fiduciary and Attorney Ad Litem Database Maintenance
Maintain fiduciary and attorney ad litem records by running system reports contacting attorneys for W-9s and producing 1099 forms for IRS-required filings.
Escrow Account Oversight
Maintain six payment escrow buckets by running and reviewing system reports to ensure accurate transfers and billing.
Perform other duties as assigned.

Education:
Bachelors Degree in Accounting Legal Studies Finance Business Administration Public Administration or a related field from an accredited college or university
Relevant experience may substitute for the required education.
Experience:
Minimum of four (4) years of experience in clerical and/or administrative experience in tax finance or accounting-related role.
Minimum of two (2) years in a supervisory/leadership role overseeing staff or departmental functions.
Exceptional attendance and punctuality.
Knowledge Skills and Abilities:
Personal Computer (PC) experience with proficiency in Microsoft Excel Word PowerPoint and Access
Excellent verbal and written communication skills
Must be able to interact and coordinate with other departments
Excellent reading comprehension and verbal/written communication skills
Knowledge of the Texas Property Tax Appraisal and Collection Process
Good decision making and problem-solving abilities
Ability to work long hours under stress while maintaining a great deal of patience with customers
Excellent telephone and organizational skills
Ability to read analyze and interpret financial data technical procedures and government regulations
Demonstrated strong communication skills tact and diplomacy with a high level of confidentiality
Leadership skills to manage multiple processes professional attitude and excellent attendance
Must be able to work independently and function effectively in a team-oriented environment

Preferred Experience
Experience in property tax administration litigation support government finance or a closely related field.
Experience working with litigated bankruptcy or government-prorated tax accounts.
General Information
Working Hours:
Monday-Friday
Subject to overtime and weekends
Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Tax Offices Harris County and community facilities both outdoors and indoors.
Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required.
Physical Demands:
This role is a standard office role that requires remaining stationary for long periods of time and communicating effectively in person by phone and electronically.
At times boxes or equipment must be transported weighing up to 30 lbs.
It may at times involve long periods of standing walking bending reaching stretching climbing lifting or similar activities (e.g. filing delivering sorting).
Regular application of basic skills (calculator keyboard hand tools eye/hand coordination).

Required Experience:
Manager
