GENERAL DESCRIPTION:The State Survey Agency Director/Administrator leads the Office of Healthcare Licensing and Survey (OHLS) to ensure all operating healthcare facilities meet minimum standards for delivering safe and high-quality care. The at-will position acts as the State healthcare licensure authority and oversees Medicare and Medicaid certification and compliance with Conditions of Participation on behalf of the federal Centers for Medicare and Medicaid Services (CMS).

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.- Federal Certification Oversight: Oversee all Federal certification activities to ensure CMS State Performance Standards and CLIA surveys for health and life safety are met. This includes coordinating concerns with CMS approving Civil Monetary Penalty (CMP) projects and representing the Wyoming State Survey Agency at CMS meetings.
- State Licensure Activities: Manage state licensure activities including the survey process construction plan review and inspections rulemaking and legislation. Coordinate legal questions and concerns with the Attorney Generals office.
- Stakeholder Engagement: Facilitate ongoing communication and meetings with various stakeholders including Medicaid WDH Epidemiology LTC Ombudsman and various Healthcare Associations. This includes conducting formal regulatory updates and training presentations at least twice a year.
- Budget Management: Oversee the State general fund and CMS budgets to ensure adequate funding for all federal and state survey activities.
- High-Level Decision Making: Make critical decisions regarding adverse actions on healthcare facility licenses immediate jeopardy decisions for CMS and staffing requirements. Approve contracts agreements and MOUs and make recommendations for the nursing home Special Focus Facility and the nurse aide abuse registry.
Qualifications
PREFERENCES:- A Bachelors degree in a health and human services field.
- A license or certification as a health care professional.
- Five to eight years of work experience specifically in health care facility licensure and certification.
- Two to five years of general experience working in the healthcare industry.
KNOWLEDGE:- Licensure and Certification: Comprehensive knowledge of health care facility licensure and certification processes.
- Regulatory Framework: Knowledge of federal (CMS) and state healthcare regulations including rulemaking and legislative processes.
- Financial Administration: Knowledge of federal and state budget allocations purchasing procedures and contract management.
- Clinical Standards: Knowledge of health and life safety standards required for healthcare facility operating environments.

PHYSICAL WORKING CONDITIONS:- The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
