This position plays a central role in administering and coordinating recruitments onboarding employee relations leave management workers compensation benefits and compliance with County policies and applicable laws. The position also supports workforce planning recruitment strategies HR data analysis and process improvements to enhance organizational effectiveness.

Under general direction the Human Resources Analyst independently performs complex sensitive and confidential HR functions requiring professional judgment discretion and a strong understanding of Civil Service Rules Memoranda of Understanding and County policies. The position partners closely with department leadership supervisors and County departments to ensure consistent compliant and efficient HR operations.

In addition to the standard class specification duties the following are representative of the responsibilities for this position within the District Attorneys Office:

  1. Serves as an initial point of contact for human resources matters providing guidance to employees and management on policies procedures and personnel issues.
  2. Interprets and applies Civil Service Rules Memoranda of Understanding County policies and HR regulations to ensure compliance and consistency in personnel actions.
  3. Administers coordinates and manages recruitment activates including job postings applicant tracking interview scheduling pre-employment clearances background investigations onboarding and offboarding.
  4. Provides support on employee relations matters including performance management disciplinary processes and workplace concerns ensuring a fair and consistent approach.
  5. Administers leave of absence programs workers compensation coordination and benefits-related processes serving as a liaison with County HR Risk Management and external partners.
  6. Processes and coordinates payroll and personnel transactions including labor adjustments position changes and HR system updates ensuring accuracy and compliance.
  7. Maintains and analyzes HR data and reports to support workforce planning compliance tracking and operational decision-making.
  8. Coordinates background investigations and ensures compliance with applicable legal and regulatory requirements including DOJ and CJIS standards.
  9. Prepares and submits departmental requests to the Civil Service Commission and makes presentations to the Civil Service Commission.
  10. Identifies opportunities to improve HR processes and workflows supporting system enhancements and modernization efforts such as electronic onboarding and data tracking systems.

Employment Standards

Education and Experience
The knowledge skills and abilities listed below may be acquired through various types of training education and experience. A typical way to acquire the required knowledge and abilities would be:

  • Equivalent of a bachelors degree from an accredited four-year college or university in human resources organization development public or business administration or related field and one (1) year of experience in planning analysis coordination and evaluation in the field of human resources.


Licenses and Certificates
For specific positions possession and maintenance of a valid California drivers license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

Knowledge of:

  • Principles and practices of public administration and principles of organization management and staffing.
  • Pertinent local State and Federal laws rules regulations and statutes.
  • Principles and practices of public finance budgeting and fiscal control.
  • Standard and accepted modern research techniques including the use of surveys and questionnaires.
  • Modern office procedures methods and computer equipment.
  • Computer software including word processing spreadsheet presentation and database applications.
  • English usage spelling punctuation and grammar.

Supplemental Information

APPLICATION & SELECTION PROCESS:

  1. Review applications to determine those applicants who meet the employment standards.
  2. Supplemental Questionnaire Ranking: Applications that meet the employment standards will be evaluated and scored. Candidates final score and rank on the eligibility list will be determined by the information provided on their supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.


Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking Assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established all candidates will receive an email notice of their score on the exam(s) rank on the employment list and exact duration of the employment list.
