Job Summary:

The Manager position oversees the team that also manages maintains and sometimes builds Roadway Weather Information Systems (RWIS) across the state. The positionwill frequently be requested to help maintain ITS equipment statewide. The position requires a high level of technical knowledge which will be used for maintenance and fortraining. The Manager position requires knowledge of a network of field devices including assigning and setting up IP addresses communication equipment and fiber the performance of the inspection maintenance and repair of one or more of the following traffic signal Blue Stake highway lighting tunnel safety and intelligentTransportation Systems (ITS) telecommunications systems and fiber.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Manages employee performance hires staff and administers the progressive discipline policy coaches and mentors subordinate staff. Resolves problems and questions presented by subordinate staff regarding work processes policies and methods. Ensures staff is well trained and knowledgeable to perform assigned duties. Identifies training needs for new and developing traffic signal technologies. Prepares periodic reports on activities of a work unit. Writes detailed reports summarizing activities covering a specified period of time or the completion of a project. Develops reviews and administers contracts pertaining to the operational unit.

Establishes and /or maintains work standards procedures methods and rules for an operational unit. Manages instructs and counsels subordinate supervisory personnel carrying out tasks requiring considerable judgment. Reviews and approves work schedules of personnel equipment or objectives while adapting to changing priorities. Analyzes the need for materials equipment and personnel; evaluates and makes recommendations and decisions on technical issues. Develops the annual work program. Knowledge on the unique statewide equipment including dust detection truck escape ramps and animal crossings. Authority to approve emergency repairs on traffic signals ITS Telecommunication systems and fiber network.

Provides advice consultation and recommendations related to construction and maintenance projects. Confers with staff other government agencies or private entities with regard to joint actions and responds to requests regarding ADOT traffic signal Blue Stake highway lighting tunnel safety and intelligent Transportation Systems (ITS)/telecommunications infrastructure. Will be required to develop manage and monitor unit budgets. Provides information for the annual budget allocation requests. Overseesdistribution of budget allocations. Plans work/crew assignments. Documents work performed and or inspected evaluated employee performance hire staff and administers progress discipline coach and mentor subordinate staff. Travels to various locations within the state to visit and inspect work in progress or in response to emergencies or operational problems to ensure traffic signals highway lighting tunnel safety and Intelligent transportation systems (ITS) are in good repair and operating as required.
Manage over 300 cellular lines of service with Verizon. Confers with superiors subordinates external stakeholders contractors and the public. Presents and resolves difficult problems and questions plans actions participates in and leads meetings makes managerial level decisions on the course of action needed to achieve established
goals.

Knowledge Skills & Abilities (KSAs):

KNOWLEDGE OF:

  • Use care and maintenance of common and specialized tools equipment and materials related to the trade.
  • Plans sketches and schematics of electrical electronic mechanical and utility systems.
  • National and local electrical codes.
  • Methods and procedures for installing repairing diagnosing and inspecting traffic signals lighting ITS utility tunnel and pumps station devices.
  • Common safety practices.
  • Electrical electronic mechanical ventilation and public utility theory Traffic engineering principles and guidelines.
  • The MUTCD and the Arizona supplement documents.
  • Knowledge of communications for truck parking dust detection RWIS traffic signals cellular connects and truck escape ramps.
  • Google Suite Programs.

SKILL IN:

  • Applying and making interpretations of work related laws rules regulations policies and procedures pertaining to work activities safe practices and public contract.
  • Electrical wiring and repair; using tools vehicles and equipment to perform work activities within established work methods.

  • Manage and track a large number of IP addresses and devices.
Selective Preference(s):

Associates Degree in applicable field of study.

Supervisor level electrical/electronic background.

1 year of experience equivalent to a SIgnal Lighting and Technical Electrical area supervisor.

Pre-Employment Requirements:
  • Valid AZ Drivers license -This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
  • High School Diploma.
