Job Summary

Job Description:

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the regions success including growth and development transportation water resources services for older adults and workforce solutions. ARC is dedicated to unifying the regions collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives the provision of objective information and the involvement of the community in collaborative partnerships.

The Senior Manager provides management oversight over all programs and services provided by the Aging & Independence Services Department serving as the Assistant Director to the Area Agency on Aging Director (i.e. Senior Managing Director). This individual oversees these sections of the Department: Access to Services Program Development and HCBS Provider Network. The individual frequently represents the Department and provides leadership as delegated or in the absence of the Director. Specific duties include:

Essential Duties and Responsibilities:

  • Oversees and coordinates hiring onboarding and supervision of A&IS programmatic staff
  • Coaches managers and supervisors to promote excellence in staff supervision
  • Identifies opportunities for A&IS Program Division staff professional development
  • Serves as a liaison and agency representative with internal and external stakeholders
  • Provides specialized and technical guidance regarding operations processes programs functions and initiatives
  • Performs complex research and analysis related to organizational objectives including continually researching best practices in aging and disability services; develops recommendations for the Directors consideration
  • Leads implementation of programs policies and initiatives
  • Participates in making strategic spending decisions to support program needs
  • Works with Business Operations Manager to align deliverables and staff time with appropriate grant funding and develop unit cost methodology
  • Assures that all program operations are compliant with requirements of grantors and other funders
  • Facilitates collaboration among all Departmental sections to enhance program performance
  • Develops innovative program solutions to meet community needs and develop/implement funding opportunities
  • Reviews and prepares responses to proposed state policies impacting programmatic operations
  • Serves as delegate for the A&IS Director as needed including convening of A&IS Leadership Team and Departmental staff meetings when Director is unavailable
  • Participates in high level leadership meetings

Minimum Qualifications:

Masters degree in public administration social services gerontology or other field directly related to assignment and four years of progressively responsible related experience that includes significant management and supervisory experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above unless otherwise subject to any other requirements set forth in law or regulation.

PREFERRED REQUIREMENTS:

  • Experienced in developing new programs or services in response to community needs.
  • Experienced in managing one or more of the following programmatic areas:
    1. Technical assistance to subgrantees and/or contractors;
    2. Compliance with federal and state grant requirements;
    3. Long-term supports and services system operations including services funded through Medicaid waivers and Older Americans Act;
    4. Business development including through revenue-generating partnerships with healthcare payers housing providers or other sectors to support social care services;
    5. Person-centered planning and services including through coaching models or care coordination;
    6. Social determinants of health and intersection with health outcomes.
  • Skilled in data analysis using available program data to manage program quality and measure outcomes.
  • Experience in programmatic planning including budgetary planning and familiarity with unit cost methodology.
  • Experienced in competitive procurement for government grants through requests for proposals notice of funding availability etc.

  • Conflict resolution and negotiation strategies.
  • Applicable federal state and local laws codes regulations (based on assignment).
  • Managing and/or performing the analysis evaluation and interpretation of written materials and statistical data for reports and recommendations.
  • Providing mediation negotiation and conflict resolution.
  • Facilitating effective collaboration.
  • Managing adherence to quality assurance and standards.
  • Authoring and editing complex reports and documents.
  • Customer service principles.
  • Specialized equipment relevant to area of assignment.
  • Modern office technology.
