Job Summary
Overview
Nakupuna Companies seeks an Analyst III: Public Financial Management Advisor. The Office of Program Transition and Supply Chain (PTSC) leads the Department of States health systems transition planning on behalf of the Bureau of Global Health Security and Diplomacy (GHSD). In this capacity PTSC develops and oversees the execution of bilateral transition MOUs and country implementation plans establishing requirements standards targets and timelines and monitoring progress against those plans. PTSC also serves as GHSDs center of excellence for private-sector engagement private-finance mobilization and economic addition the office oversees the global supply chain contract ensuring the safe timely and effective delivery of HIV malaria and TB commodities to more than 70 countries on a regular and ongoing basis.
The Program Transition team aims to strengthen partner countries capacity to plan budget and manage public resources for health by providing expert technical support in public financial management. This includes support for financing mechanisms such as government-to-government (G2G) financing with the goal of improving financial controls transparency and accountability in public resource management.
Responsibilities
The Advisor will develop and apply frameworks to evaluate strengthen and monitor transparent efficient use of public funds and advises senior leadership and technical working groups on PFM strategies for global health.
- Provide subject matter expertise on public financial management systems in partner countries with a focus on African public financial management as it relates to financing and delivering health services
- Support the development and implementation of frameworks tools and systems to evaluate strengthen and monitor the efficient transparent use of public funds for health and community benefit
- Develop and help institutionalize procedures for budgeting forecasting and financial planning for health sector investments at national and subnational levels
- Provide technical guidance on financial analysis compliance risk management internal controls oversight and auditing for public health expenditures
- Counsel and advise senior management and partner government counterparts on PFM implementation strategies and reform priorities related to health
- Provide expert advice and recommendations to USG Technical Working Groups on PFM and health financing issues and support dissemination and implementation of related policies in partner countries
- Serve as a technical representative of the contract/agreement/grant officer in engagements with implementing partners on PFM and health financing matters as requested
Deliverables:
- PFM work plan outlines with priorities timelines and expected results for strengthening health-related PFM in partner countries
- PFM assessment and recommendation reports (e.g. baseline or follow-up assessments) on partner country health financing and financial management systems
- Frameworks tools and/or standard operating procedures (SOPs) for budgeting forecasting financial analysis compliance and risk management for health investments
- Periodic progress reports summarizing status of co-investment/G2G arrangements PFM reforms risks and recommended corrective actions
- Technical briefs presentations and/or training materials to build partner government and USG staff capacity on PFM and health financing
- Technical guidance documents and tools for financial planning budgeting and accounting
Qualifications
Skills/Qualifications:
- Expertise in public financial management best practices particularly in low- and middle-income countries
- Ability to design implement and strengthen government financial management systems
- Knowledge of co-investment approaches and government-to-government (G2G) financing mechanisms
- Ability to engage in budgeting forecasting and expenditure planning exercises for health programs
- Expertise in financial compliance risk management and internal control frameworks
- Provision of oversight auditing and fiduciary risk assessment in public sector contexts
- Monitoring and evaluation of public expenditure performance and efficiency
- Familiarity with donor-funded program finance and USG financial management requirements
- Ability to advise and brief senior management and high-level government counterparts
- Strong analytical and problem-solving skills in complex resource-constrained environments
- Clear written and oral communication including technical financial reporting for non-specialist audiences
- Diplomatic stakeholder engagement and negotiation with government and donor partners
- Capacity-building mentoring and training skills for government and implementing partner staff
Education and Experience:
- Masters degree or higher in Public Administration Finance Accounting or a related field
- Minimum 7 years of experience in public financial management government budgeting and financial controls preferably in an international or development context
Clearance Requirements: Ability to obtain secret clearance required; provisional remote work with a public trust clearance while awaiting secret clearance is possible. Must be a U.S. citizen.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors including but not limited to the individuals particular combination of education knowledge skills competencies and experience as well as contract-specific affordability organizational requirements and position location. The projected compensation for this position is$95000.00 to $100000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
