Job Summary

LMR Technical Group (LMR) is seeking a Program Manager (PM) to manage large-scale Human Performance Optimization contracts that could have more than 100 employees in CONUS and OCONUS locations. This is a remote position.

Contract Description:

Tactical human performance optimization programs are designed to support high-demand operational units whose mission success depends on sustained physical readiness cognitive resilience and long-term force durability. Across these environments leaders consistently face challenges related to retention readiness degradation and performance limitations driven by cumulative physical strain and operational stress.

One of the most persistent issues affecting tactical populations is the high prevalence of musculoskeletal pain and injury particularly involving the neck upper back and lower back. These conditions are often the result of repeated exposure to physically demanding tasks load-bearing activities and operational stressors inherent to tactical missions. Over time these factors can lead to decreased performance increased risk of injury and reduced operational availability.

A comprehensive human performance program addresses these challenges through an integrated approach that combines targeted strength and conditioning injury prevention rehabilitation support and performance education. Emphasis is placed on developing mission-specific physical capabilities including strength stability mobility and durability to better prepare personnel for the demands of their operational environment. Structured conditioning programs are complemented by education initiatives focused on recovery nutrition movement quality and long-term health practices all aimed at reducing both the incidence and severity of injury.

In addition to physical performance modern programs increasingly incorporate data-driven methodologies to monitor and enhance outcomes. This includes the collection of both objective performance metrics and subjective feedback to assess workload recovery and overall readiness. Data is analyzed at the individual and group levels to identify trends inform interventions and continuously refine program design. This iterative process ensures that the program evolves in response to changing mission requirements and emerging performance insights.

Through this integrated adaptive approach tactical human performance optimization programs enhance individual resilience improve operational readiness and support long-term force sustainability in demanding mission environments.




Job Description:

The HPO Program Manager will manage and direct the daily execution of contract requirements including fulfilling contractual obligations to the Government managing LMR HPO employees and managing sub-contractors. The PM will assure that cost schedule and performance goals are met. The PM will provide interface communication and coordination with internal and external customers.


Duties and Responsibilities:

  • Manage and direct the daily execution of contract requirements to assure that cost schedules and performance goals are met.
  • Serve as the primary interface with the customer on all matters involving contract execution. Coordinate with other departments on the resolution of contractual issues with the customer. Coordinate with Contracts Administration on issues pertaining to contract requirements changes or interpretations.
  • Assure that conduct of contract requirements are executed in accordance with appropriate regulations Company policies and procedures (i.e. federal acquisition regulations).
  • Ensure all Contract Deliverable (CDRL) documents submitted on-time and in accordance with governing instructions in the Performance Work Statement.
  • Provide leadership to the HPO program team. Ensure communication and cooperation among team members and resolve areas of conflict.
  • Develop and execute program corrective strategies.
  • Lead all meetings with Government POCs and sub-contractors.
  • Provide interface communication and coordination with internal and external customers on matters pertaining to existing contracts and bid and proposal activities.
  • Participate as a team member or leader on bid and proposal activities. Ensure that the requirements of the request for proposal are met in the preparation of bids and proposals.
  • Actively seek new business opportunities in coordination with Business Development / Capture.
  • Represent management at program reviews and meetings.
  • Prepare and participate in contract / subcontract negotiations.
  • Assure that all Government regulator guidance is adhered to
  • Develop and implement plans and schedules to execute contracts / subcontracts.
  • Allocate and control contract budgets for labor material travel and purchased services.
  • Report program status to senior management on a weekly basis.
  • Support communicate reinforce and defend the mission values and culture of the organization.
  • Other related duties as assigned.


Required Skills and Experience:

  • Demonstrated success as a Program Manager showing a track record of delivering large complex (multi-disciplinary) projects or a program of several projects under budget and on schedule.
  • Strong leadership skills and experience managing project teams with greater than 50 employees across multiple CONUS and OCONUS locations.
  • Experience identifying mitigating and managing project risks and issues.
  • Experience assisting in the development of project plans responding to requests for information and developing and presenting briefings on project status to program leadership.
  • Experience in creating applying and maintaining tools to track program project or task performance data including cost schedule and performance data.
  • Experience supporting corporate business development activities including proposals.
  • Experience interfacing with senior Government officials.
  • Strong interpersonal and client-facing skills.
  • Strong oral and written communication skills.



Required Qualifications:

  • Bachelors degree
  • 10 years of relevant experience as program / project manager for Government contracts
  • Masters degree (preferred)
  • PMP PgMP PPM MPM or CPMP certification (preferred)
  • SECRET clearance or better is required
  • Must be legally authorized to work in the United States without the need for employer sponsorship now or at any time in the future.
