Position Summary
Were looking for a Proposal Engineer who can handle the technical side of complex engineering proposals from start to finish.

This role sits at the intersection of engineering project execution and business development. Youll be building the backbone of proposals by defining execution strategies shaping engineering scope pulling together estimates identifying risks and managing schedules and deliverables.

Youll work closely with Proposal Coordinators Project Managers and Engineering Leads and also be entrusted to run with things on your own.

Duties & Responsibilities
Proposal Development & Independent Technical Leadership
o Independently lead the technical development of proposals from opportunity qualification through submission.
o Read interpret and distill complex scopes of work RFPs and contractual requirements.
o Own and prepare the overall technical approach for proposals including:

Project execution strategy

o Engineering scope definitions and assumptions Risks exclusions and mitigations
o MS Project Level 1 Level 2 Level 3 schedules and critical path considerations
o Multi-discipline Engineering deliverables drawing counts and discipline interfaces
o Deliver the majority of the proposals technical content minimizing downstream engineering rework and handoffs.

Project Planning & Execution Readiness
o Develop proposal-level Project Execution Plans clearly outlining how work will be delivered if awarded.
o Apply strong engineering judgment to ensure proposed scope schedules and resourcing are realistic and executable.
o Apply creative / value-added engineering concepts and deliverables to proposals.
o Identify engineering constructability and delivery risks early and articulate mitigation strategies.
o Support Project Managers by providing a clear technically sound baseline for project transition post award.

o Multi-Disciplinary & Industry Integration
o Integrate engineering inputs across multiple disciplines including process mechanical pipeline civil structural electrical electrical high voltage instrumentation and controls.
o Apply experience across a range of industries such as:
o Facilities and industrial infrastructure
o Pipelines and midstream systems
o Utilities and linear infrastructure
o Municipal infrastructure
o Ports terminals and industrial operations
o Ensure technical consistency between narrative estimates schedules and deliverables.

Collaboration Relationships & Business Growth Mindset
o Act as a consistent technical partner to Project Managers and proposal teams.
o Build trusted working relationships with internal stakeholders through reliability clarity and technical credibility.
o Approach proposals with a business growth mindsetbalancing technical excellence risk awareness and execution efficiency.
o Support continuous improvement of proposal standards technical templates and estimating approaches.
o Participate in proposal debriefs and lessons learned to strengthen future pursuits.

Qualifications

Education & Experience
o Professional Engineer (.) designation required with experience in Western Canada.
o 15 years of experience in engineering consulting environments is mandatory.
o Strong preference for consulting engineering experience.
o Demonstrated experience supporting:
o Engineering estimates.
o Project execution planning.
o Multi-disciplinary engineering scopes.
o Proposal development for EPC or project delivery organizations.
o Broad engineering background with exposure to multiple disciplines.
o Strong understanding of engineering deliverables drawing packages and execution risk.
o Ability to translate complex technical scope into concise compelling proposal content.
o Comfortable working independently and making sound technical decisions under proposal timelines.
