  • DIRECTOR I ï½ HUMAN RESOURCES

    QUALIFICATIONS:

    1. Bachelors degree in business management public administration human resources or related field of study desired
    2. Possession of a current valid California Administrative Services Credential authorizing service as a school administrator
    3. Principal level experience desired
    4. Minimum of five years of progressively responsible administrative or supervisory experience in public personnel administration business administration or educational administration
    5. Experience training and education in human resources administration or related field
    6. Successful experience with direct management of a human resources operation
    7. Extensive experience in providing leadership and the development of human resources strategies aligned with district goals
    8. Knowledge of state and federal laws regulations and guidelines related to public school human resources administration for classified and certificated employees
    9. Knowledge and experience in principles and practices of human resources management including salary administration recruitment and selection of staff benefits classification and contract administration
    10. Ability to interpret and apply variety of complex laws regulations and policies
    11. Ability to work effectively with staff and public; skill and accuracy in oral and written expression


    REPORTS TO: Administrator as assigned

    SUPERVISES: Staff as assigned

    JOB GOAL:Under administrative direction administers a comprehensive District personnel program for classified and certificated personnel including manage the daily operations of the Human Resources Office and assist the Assistant Superintendent as specifically designated

    PERFORMANCE RESPONSIBILITIES:

    1. Administers human resourcesprograms of district including but not limited to:recruitment selection classification and assignment of regular and substitute employees performance evaluations employee discipline and dismissal leaves of absence transfers and layoffs
    2. Coordinates recruitment activities as assigned
    3. Serves on District negotiations team and assists in interpretation and administration of collective bargaining agreements
    4. Investigates and responds to DFEH and EEOC inquiries and employee complaints under District complaint policy
    5. Accepts and resolves employee complaints and grievances
    6. Supervises and evaluates department staff as assigned
    7. Oversee the day-to-day operating functions in the department
    8. Develops recommends and implements policies procedures and administrative regulations related to district human resourcesprograms
    9. Oversees system of confidential recordkeeping; provides variety of reports and statistical records; conducts classification compensation and assignment studies for district positions
    10. Coordinates and monitors the districts compliance with Title IX as well as state civil rights requirements regarding discrimination and harassment based on sex
    11. Oversees prevention efforts to avoid Title IX violations from occurring
    12. Implements the districts discrimination complaint procedures with respect to sex discrimination and sexual harassment
    13. Investigates complaints alleging discrimination based on sex including sexual harassment
    14. Supervises proper recordkeeping of paraprofessional certification of personnel
    15. Ensures district personnel meet required credential/certification requirements
    16. Administers applicable elements of class size reduction enrollment and staffing projections with Fiscal Services
    17. Maintains all salary schedules and supervises the setting of salaries according to salary schedule provisions
    18. Monitors and revises department budget; reviews the budget process as it relates to personnel
    19. Coordinates participates and monitors employee medical interactive process; oversees and monitors Districts return-to-work program
    20. Serves as District custodian of records
    21. Serves as primary resource for district staff in personnel matters; conducts in-service/training to staff as required
    22. Performs other related duties as assigned


    SALARY:$166728 - $201949 annually (223 days)
    (max. salary includes longevity & educational stipends)


    EVALUATION: Performance of this job will be evaluated in accordance with the Districts Improvement of Professional Services handbookBoard Policies and Procedures and consistent with collective bargaining agreements when applicable
