Description of Work
This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits.*This position ensures post-funding award notification workflow tasks are handled primarily through collecting financial and fund qualification data to prepare Letters of Intent to Fund establishing or setting up Funding Agreements in the Divisions grant management system (EBS) coordinating and regularly monitoring EBS for missing incomplete or incorrect information. This position serves as a point of contact for organizing and conducting technically complex presentations on a range of funding programs and application training in various parts of the state and virtually.
Other Key Responsibilities:
Prepare and update funding program and application materials (including forms flyers guidance materials and spreadsheets) presentations and website information.
Assist with organizing staff and resources to conduct technical application reviews and may assist with application reviews and preparing documents for the State Water Infrastructure Authority.
Meet with potential applicants and other stakeholders in person across the state to answer technical questions about the Divisions funding programs providing information on qualifying projects and assessments related to the LGU.

The Office of Continuous Improvement:
The Office of Continuous Improvement (OCI) enhances the performance of the DEQ by fostering compliance and efficiency across diverse projects. OCI leverages business processes data analysis compliance and engineering expertise to drive improvement.
Embedded within DEQ divisions OCI works to develop and strengthen processes and workflows that support DEQs mandate to deliver federal funding effectively and equitably for infrastructure energy and resilience projects. OCI is charged with helping DEQ teams solve challenges provides data strategy technical support and policy expertise.
Division of Water Infrastructure
The mission of the Division of Water Infrastructure (Division) is to effectively manage the state and federal funding programs for infrastructure it administers and to assist eligible applicants in meeting drinking water wastewater and stormwater needs to protect public health and the states water resources. The Division administers multiple loan and grant programs including all programs within the Water Infrastructure Fund as described in G.S. 159G. These programs must be operated consistently with federal and state requirements. The Division supports the State Water Infrastructure Authority which awards the federal and state funding available for planning and construction of drinking water wastewater and stormwater infrastructure projects. All funding programs are statewide. Funded projects may include a wide range of water infrastructure types including potable water lines drinking water treatment plants wastewater collection lines (sanitary sewers) reclaimed water facilities wastewater treatment plants stormwater facilities stream restoration projects decentralized wastewater treatment systems etc. that require a variety of technical disciplines to review.
This position is part of a unit within the Division that manages the pre-award funding processes for all the funding programs administered by the Division. The unit is responsible for preparing funding application materials conducting technical application training addressing fund qualification questions from potential applicants presenting on a range of funding program types managing the intake and review of funding applications coordinating with the State Water Infrastructure Authority and preparing the Letters of Intent to Fund to funded recipients. The unit also assists Division management with the inception of new funding programs to ensure that processes are set up to meet state and federal requirements.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
