The Project Engineer Chemicals & Fuels typically manages multiple small projects a single medium project or a defined portion of a large or mega project supporting chemicals fuels refining and petrochemical facilities. This role is primarily focused on brownfield and operating-facility projects including revamps debottlenecking regulatory-driven capital work and reliability or operability improvements.
The Project Engineer works with multidisciplinary and multilocation teams to develop and deliver technically sound safe and executable solutions aligned with customer objectives regulatory requirements and Worley standards.
Purpose:
The Project Engineer Chemicals & Fuels is responsible for coordinating engineering execution across scope schedule cost quality and safety for assigned projects. The role bridges the technical and execution gap between the Project Manager and the engineering disciplines and often functions as an Assistant Project Manager with a strong engineering foundation.
This position ensures that engineering work is planned executed and delivered in accordance with customer contracts operating-facility requirements regulatory obligations and Worley policies procedures systems and tools. The Project Engineer provides daytoday technical leadership supports execution decisionmaking and ensures engineering deliverables are fitforpurpose for construction commissioning and operations.
Responsibilities:
Decision Making
- Makes independent decisions and sets priorities related to complex technical and execution matters within established guidelines.
- Evaluates cost schedule safety constructability and operability impacts when resolving technical or execution challenges.
- Supports riskbased decisionmaking appropriate for operating facilities and outagedriven work.
Supervision Received
- Operates with minimal supervision initiating coordination and technical guidance as needed.
- Work is assigned in terms of broad objectives and reviewed for policy compliance technical soundness and overall effectiveness.
- Interfaces with other Worley departments to ensure alignment and coordination.
Supervision Authority
- Assigns work and provides technical direction to engineers and designers assigned to projects.
- Reviews engineering deliverables for technical accuracy adequacy and compliance with Basis of Design and applicable codes.
Leadership
- Defines and assembles multidisciplinary multioffice teams to deliver Chemicals & Fuels project scope.
- Leads engineering execution for brownfield and operatingfacility projects.
- Establishes clear objectives related to scope schedule productivity quality and budget.
- Monitors performance addresses gaps and drives timely resolution of issues.
- Implements communication tools and routines to keep project teams aligned on status risks and key performance indicators.
- Builds alignment and support for recommendations through clear persuasive communication.
Financial Acumen
- Applies indepth knowledge of customer contracts to engineering execution and change management.
- Understands project cost buildup gross margin and cost drivers specific to Chemicals & Fuels projects.
- Tracks engineering quantities progress and productivity.
- Monitors cost and schedule performance and forecasts trends using analytical judgment.
- Ensures change control processes are understood applied and documented.
- Recognizes the cost impact of constructability outage windows and late engineering changes.
Execution Planning & Performance
- Translates contract and regulatory requirements into a clear Worley engineering scope of services and deliverables.
- Develops and supports engineering schedules and resource plans aligned with project and construction needs.
- Manages engineering execution coordination and progress tracking.
- Leads regular reviews of engineering status risks and constraints.
- Develops and drives action plans to resolve technical execution or interface issues.
- Demonstrates experience executing multioffice workshare models.
- Promotes Value Creation and Sustainable Solutions in project delivery.
- Supports construction precommissioning commissioning and startup activities as required for operating facilities.
Customer & Stakeholder Management
- Understands customer business drivers operating priorities and key performance indicators.
- Interfaces with customer engineering operations maintenance and reliability stakeholders.
- Manages relationships with customer representatives in accordance with established communication protocols.
- Coordinates with vendors and suppliers communicating technical and execution requirements.
- Builds trust through transparent communication of progress risks and issues.
- Proactively addresses technical coordination challenges with customers and stakeholders.
Risk & Opportunity Management
- Identifies project risks and opportunities throughout the project lifecycle.
- Develops and implements mitigation contingency and resolution plans appropriate for operating facilities.
- Maintains a current and actively managed project risk register.
- Uses risk register inputs to support contingency planning and forecasting.
- Follows Worley risk management procedures and governance.
What you will bring
Technical & Industry Experience
- Strong understanding of engineering and knowledge systems processes tools and workflows.
- Demonstrated experience in Chemicals Fuels refining petrochemical or related industrial facilities.
- Proven ability to execute brownfield and operatingfacility projects.
- Working knowledge of EPC project delivery including engineering procurement and construction interfaces.
- Exposure to procurement subcontracting and construction support activities.
- Experience participating in HAZOP constructability operability and maintainability reviews.
- Strong understanding of process safety Safety by Design and regulatory compliance.
- Ability to act as the technical interface with customers and internal stakeholders.
- High attention to detail and strong organizational skills.
Tools & Systems
- Proficient in Microsoft Outlook Word Excel Teams and PowerPoint.
- Able to organize and retain information in accordance with prescribed formats and policies.
Communication & Collaboration
- Effectively communicates project requirements expectations and status.
- Takes a leadership role in preparing and presenting proposals and reports.
- Creates an environment of open communication and collaboration.
- Resolves technical and interpersonal issues within the project team.
Education Qualifications Accreditation Training:
Required:
- University degree
Preferred:
- At least 8 plus years in petrochemical and refining with project design execution construction.
- Oil and gas industry experience preferred.
Additional Information:
This role is in California.
Salary Hourly Range $114961-$169.060
