Job Description
Reporting to the Deputy Chief Executive your twin objectives will delivering operational excellence across our corporate services suite and leading co-ordination of delivering of our corporate goals across our business. You will provide strategic leadership to the corporate services team (c.70 staff) and Heads of Profession in Finance People Procurement Programme corporate and Programme Governance and Risk & Assurance functions.
This is an exciting time for DS. We have now delivered the Disclosure (Scotland) Act 2020 transforming the disclosure and barring landscape in Scotland. We have transformed our digital assets moving almost entirely from paper based to online service delivery. We have optimised many of our services and seek to now enter a stage of service and organisational evolution and continuous improvement.
You will join the Agency as we progress our final steps to achieving our Target Operating Model by 2028 and trace a leading role in creating and fostering an efficient and effective enabling corporate environment to drive our strategic outcomes which will be published in June 2026.
You will be a passionate leader with the ability to catalyse collaborative change seizing the the opportunity deliver at strategic tactical and operational levels often in parallel when balancing a range of issues to drive real tangible results. You will do this by inspiring and supporting a number of teams and functions to deliver both day to day requirements and grow and innovate over time.
Responsibilities
Key Responsibilities
Leadership of the Corporate Services Directorate: engaging staff suppliers and stakeholders around a clear vision for the Directorate in alignment with customer and stakeholder needs.
Delivery: delivering business excellence inFinance People Corporate and Programme Governance Business Support Procurement Estates and Risk & Assurance functions.
Performance oversight: driving a step-change in DSs performance management and accountability to ensure the agency delivers its objectives and Scottish Ministers ambitions and priorities.
Governance Risk & Assurance:Overseeing andstreamlininggovernance across DS toenable: agile decision making; mmanagement of risk and resilience; and assurance as well as compliance with all statutory responsibilities and financial regulations. Promote diversity and inclusion across the organisation.
Transformation: co-ordinating the agency-wide strategic agenda towards a financially sustainable model with a focus on commercial return on investment data-driven decision making and continuous improvement for innovation and productivity.
Strategy: developing and executing a robust Corporate Services strategy aligned with DSs aspirations enhancing operational effectiveness meeting legal obligations and delivering safeguarding services which are fit for purpose.
Sharing Corporate Leadership: supporting the Chief Executive as a member of the DS Advisory Board Audit and Risk Committee and Executive Leadership Team (ELT) to deliver DSs business and corporate plans.
Qualifications
Person Specification
A relevant professional qualification or accreditation in a corporate service discipline (e.g. governance accountancy HR)
You will have a proven track record of leading multi functional teams. You should have an anchored profession in one of the areas aforementioned well versed in bringing together a range of professions to deliver a cohesive corporate operating environment that enables business delivery growth and innovation.
You must have demonstrable experience in a governance environment.
You should have practical experience in the field of risk and assurance activities and strategic or budgetary financial management.
A professional background in a corporate services discipline and ideally experience in public service delivery.
Working pattern
This role is a permanent level transfer position.
