The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

This position supervises theAssistant Director of the Central Commitment Records Center and assists in thedirection of the daily operation. Thisposition assists the Executive Director and Executive Deputy Director inproviding technical guidance and training to Commitment personnel throughoutthe state. This position assists withthe development and implementation of policy and procedural changes as a resultof appellate decisions or legislative changes.This position is responsible for investigating appeals of IncarceratedIndividual requests for administrative remedy provides assistance with themanagement of sentence calculations and releases for Maryland DOC IncarceratedIndividuals housed in other states and investigates and responds to inquiriesand complaints assigned by the administration.This position represents the agency in court and Incarcerated Individualgrievance hearings. This position iscritical to the mission of the agency to protect public safety by ensuring IncarceratedIndividuals are properly confined and released.

  • Supervises the Assistant Director of the Central Commitment Records Center and assists with oversight of the statewide daily operation to meet program goals and objectives.
  • Assists the Executive Director and Executive Deputy Director in providing technical guidance and training to Commitment personnel throughout the state.
  • Assists the Executive Director and Executive Deputy Director with the development and implementation of policy and procedural changes as a result of appellate decisions or legislative changes.
  • Investigates appeals of Incarcerated Individual requests for administrative remedy and prepares a response for the Commissioners signature within required timeframes. Awards credits pursuant to 3706.1 CSA ACM; processes revocation decisions held at local detention centers; and provides records certifications within required timeframes;
  • Assists with the management of sentence calculations and releases of Incarcerated Individuals housed out of state under the Interstate Corrections Compact.
  • Represents the agency in court and Incarcerated Individual grievance hearing or before state and local officials or agency senior level managers and executives of other agencies concerning program activities.

MINIMUM QUALIFICATIONS

Education: Graduation from anaccredited high school or possession of a high school equivalency certificate.

Experience: Six years ofadministrative staff or professional work.

Notes:

1. Candidates may substitute 30college credit hours from an accredited college or university for each year upto four years of the required experience.

2. Candidates may substitute thepossession of a Bachelors degree from an accredited college or university andtwo years of experience in administrative staff or professional work for therequired experience.

3. Candidates may substitute thepossession of a Masters degree from an accredited college or university forthe required experience.

4. Candidates may substitute Forces military service experience as a commissioned officer involvingstaff work related to the administration of rules regulations policyprocedures and processes or overseeing or coordinating unit operations orfunctioning as a staff assistant to a higher ranking commissioned officer on ayear-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • 5 years of experience reviewing verifying and interpreting WRITS Court Orders Sentence Commitments Court and/or Immigration Detainers court releases court transfer orders and intake/bail review summaries to determine and resolve issues involving the calculation of prison sentences in accordance with applicable laws and the regulations and policies of theDepartment of Public Safety and Correctional Services.
  • 3 years of experience supervising Commitment Records Specialist Staff
