Main Purpose of Job
The Executive Director is the ChiefExecutive Officer of the Maryland Health Benefit Exchange (MHBE). The incumbentis responsible for the strategic direction leadership and oversight of theAdministrative Services Financial Management Information Technology HumanResources Marketing and Policy & Planning areas of MHBE which enrolls 239707QHP members and 1.1 million Medicaid members each year. MHBE allowsindividuals seeking Medicaid coverage under the Modified Adjusted Gross Incomecategories along with individuals and small businesses to compare healthplans and purchase health insurance in the private market enhancingcompetition and providing the same advantages available to large employergroups.
The Executive Director will directadminister and manage the full operations of MHBE and is responsible forproviding leadership and direction in formulating MHBEs strategic objectivesand bringing them to the Board of Trustees for input discussion and Executive Director must develop and maintain effective relationships andcommunication with key stakeholders and the Executive and Legislative branchesof federal and state government. This position reports directly to the Board ofTrustees and serves at its pleasure; it oversees the entirety of MHBEsactivities working closely with the organizations senior managers staff andBoard to define and execute MHBEs mission in light of its statutoryresponsibilities and the health insurance needs of individuals and smallbusinesses.
POSITION DUTIES
Strategic& Organizational Leadership
Set strategic direction and lead execution across allMHBE operations including IT Human Resources Marketing Consumer AssistanceFinancial Management Administrative Services and Policy & Planning
Formulate MHBEs strategic objectives and bring them tothe Board of Trustees for input discussion and decision
Ensure operational excellence and long-termsustainability
Champion a culture aligned with MHBEs values: Diverse& Inclusive Innovative Collaborative and Ethical
Board& Governance
Report directly to and work in close partnership withthe Board of Trustees
Set and manage the strategic Board agenda preparematerials and facilitate Board discussion and decision-making
Keep the Board informed on organizational performancerisk regulatory developments and strategic opportunities
Ensure the organization operates in accordance with itsstatutory responsibilities and Board directives
Policy Programs & Medicaid
Oversee all major programs including QHP enrollmentMedicaid enrollment in coordination with the Department of Health reinsurancesubsidies and consumer assistance
Manage MHBEs role in Medicaid enrollment underModified Adjusted Gross Income categories ensuring effective coordination withstate partners
Serve as the primary representative to the Governor LegislatureBoard of Trustees and key stakeholders
Partner with community organizations and policymakersto advance equitable access to care
Ensure responsible stewardship of public funds andcompliance with applicable statutory and regulatory requirements
Operations & Internal Management
Provide day-to-day oversight and direction to internaldepartments including IT HR Marketing Financial Management ConsumerAssistance Administrative Services and Policy & Planning
Lead a technology-driven marketplace with dedicatedin-house IT and marketing teams ensuring operational stability andhigh-performing delivery
Drive innovation in affordability enrollment andconsumer experience
Manage the organizations budget and financialperformance with fiduciary responsibility for public funds
External Engagement
Build and sustain effective collaboration across stateagencies federal partners and external stakeholders
Maintain strong media and government relations in ahighly visible public leadership role
Represent MHBE in public-facing forums and serve as theprimary voice of the organization to the media and public
Operating Environment
The Executive Director operates in adynamic and highly visible environment requiring leadership across evolvingfederal and state healthcare policy regulatory changes and marketplaceoperations. MHBE has its own dedicated internal IT marketing and policyteams which distinguishes it from many other state exchanges. The organizationalso manages both QHP and Medicaid enrollment requiring the Executive Directorto navigate both private market and government program dynamics simultaneously.
MINIMUM QUALIFICATIONS
Required Qualifications
Bachelors Degree required; Masters Degree in PublicHealth Public Administration Business Administration Public Policy J.D. orequivalent strongly preferred
10 years of high-level experience in the healthinsurance industry (private or public) and/or health insurance-related policydevelopment with significant knowledge of the Affordable Care Act and healthcare delivery system trends
Strong knowledge of Marylands legislative andregulatory environment
5 years of supervisory/management experience

DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate demonstrates:
Understanding of the importance of creating anorganized transparent marketplace for Marylanders to purchase affordablequality health coverage and to claim available federal tax credits andcost-sharing subsidies
Experience with Medicaid policy and financingincluding coordination with state health departments
Knowledge of state legislative and budget processes andfiduciary responsibility for public funds
Strong management and interpersonal skills with acommitment to fostering a high-performing team environment
Strong public speaking and writing skills with astuteunderstanding of media and government relations
Experience making decisions in the public spotlight
Ability to manage and work within a very fast-pacedquickly evolving organization and to steer and track multiple complexpriorities
Executive leadership experience in complexhigh-visibility organizations within the public sector regulated industriesor healthcare
Experience leading large-scale operationalorganizations with significant technology systems or service deliverycomponents
SPECIAL REQUIREMENTS
For education obtained outside the U.S. acopy of the equivalent American education as determined by a foreign credentialevaluation service must be provided prior to hire.
