Job Description

Within the ARE Directorate the Rural Payments and Inspections Division (RPID) are accountable for the strategic process that regulates and oversees the payment of Agricultural grants and subsidies and related inspections regime totalling 700m per annum. RPID is also responsible for other regulatory activity and expert technical advice on agriculture crofting and land use. ARE strive to deliver on the Vision for Agriculture and are currently going through a transition period under the Agriculture Reform Programme.

The Rural Payments and Inspections Division (RPID) has an exciting opportunity for you to join the Direct Payments Scheme Management Team who have a central role in delivering rural support schemes and payments across Scotland.

This role will primarily focus on delivery of the Single Application Form (SAF) whilst managing and maintaining the Customer programme to ensure efficient and effective information management systems and processes. The balance of responsibilities may change over time and the expectation is that you would be adaptable to contribute to the wider work of the scheme team.

The successful candidate will be a self-starter capable of consistently delivering high quality work often to short deadlines.

You will have the opportunity to work collaboratively with the team and engage with an interesting range of stakeholders and senior level colleagues. Additionally you will be able to demonstrate your own skills and initiative to work independently.



Responsibilities

Key Responsibilities

  • Working across the division with policy and IT colleagues as required to support on the implementation and delivery of current and future rural support payments and land management policy initiatives in line with Programme for Government commitments and the Scottish Governments Vision for Scottish Agriculture.
  • Providehigh-quality advice and support to Deputy Directors and SMTs enabling informed decision-making and operational resilience.
  • Lead on the delivery plan for the SAF and Customer team.
  • Ensure scheme rules and procedures are applied consistently across all rural supportpayment mechanisms (current and future).
  • Identify and lead on improvements that aligns with the Vision for Agriculture and provide evidence based business case for change.
  • Provide guidance and advice to staff on specific issues related to rural support payments and crofting and lowland estates policy implementation.
  • Provide high quality and timely advice briefing and submissions to Ministers and senior managers on the work of the team.
  • Draft and coordinate Ministerial Correspondence and briefings as required.
  • Line management responsibility.
