POSITION DUTIES

The Operations Captain is the primary contact in the dailyoperations of the Department of Public Safety and Correctional Services K-9Unit. This position is responsible for managing the operations equipment deploymentand duties of the unit.

This positionsupervises the regional K-9 Supervisors and assigned handlers during dailyoperations training missions and special assignments. This position is oncall 24 hours daily for emergency response to disturbances riots escapesrescues or other needs for all State Correctional Facilities.

Managerial Responsibilities

Effectively managestaff deployment and overtime usage consistent with budget allocationsstate-wide. Assists in planning and monitoring the K-9 budget and isresponsible for procurement and bookkeeping of expenditures for suppliesequipment and services. Ensure proper use maintenance and accountability ofall K-9 equipment statewide. Manage K-9 Fleet including procurementmaintenance turn-in compliance gas cards phh cards etc. Develop staffingplans monitors use of overtime state-wide. Review and sign handler PEPsensuring completeness and consistency state-wide. Act as K-9 Commander in hisabsence. Coordinate with DOC Headquarters Human Resources on all personnel personnel issues to all K-9 staff. Ensures all personnel paperworkis in compliance with applicable laws regulations and policy/ K-9 staff with personnels questions regarding leave PEP FMLA Operations Lt. and Trainer are properly utilizing their assets to bestsupport the Unit.

Administrative

Responsible maintaining proper use and accountability ofall equipment assigned to region to include CDS training aids and assignedvehicles. Manage the regionally assigned K-9 fleet including preventivemaintenance inspections and mileage. Forms. Maintain office supplies andfeed for the assigned region. Maintain assigned handlers administrativerequirements progressive and disciplinary counseling and staff timesheets and personnel working files. Review staff payrollpersonnel working files leave records are accurate and in compliance. Conductinvestigations in comprehensive timely and accurate manner. Compile reviewreport and maintain stats from all areas of the state disseminating to theproper locations. Assist with compilation and reporting of stats for the to DOC Headquarters and act in a staff capacity when needed. Handlesdirect assignments and special projects as directed by the K-9 Commander in atimely thorough and accurate manner.

Supervisory Responsibilities

Ensure proper utilization of K9 teams within the regionsthrough the proper chain of command. Maintain a direct liaison between the K9Headquarters Regional supervisors all K-9 staff and handlers. Responsible forthe proper care and maintenance of the dogs at home kennels as well as ensuringthe institutional kennel facilities are maintained to standards. Develophandlers work schedules approve/disapprove leave requests. Plan coordinateand/or supervise training of staff. Coordinate K9 teams deployment in tacticalsituations or special missions. Ensure that all K9 handlers reports andtraining forms are reviewed and accurate prior to being submitted.

MINIMUM QUALIFICATIONS

Education: High School diploma or high school equivalencycertificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Two years of experience supervising the work of Correctional Officers in the custody and security of adult inmates.

Notes:

1. The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article Section 8-209.

2. Candidates may substitute additional education at an accredited college or university may be substituted at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.

3. Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to Correctional Officer Lieutenant.

4. Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer Lieutenant on a year-for-year basis for the required experience.

LIMITATIONS ON SELECTION

This position is limited to current Department of Public Safety & Correctional Services employees who are current Correctional Officer Captain or eligible for promotion.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification may be required to operate large vans for transportation of inmates. Employees assigned these duties will be required to acquire a Class C Maryland drivers license.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period (Correctional Services Article Section 8-209). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12 Subtitle 10 Chapter 01 and include the following:

U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A completed background investigation
Oral interview
Physical examination.

2. Employees in this classification hired or reinstated on or after July 1 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.

3. Employees in this classification are subject to call-in 24 hours a day and therefore must provide the employing agency with a telephone number where they can be reached.

4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09 Testing for Illegal Use of Drugs.
