SUMMARY
Leads and oversees all pharmacy operations for a payer-owned mail-order pharmacy serving internal health plan members. Responsible for strategic direction regulatory compliance financial performance and operational execution of pharmacy services. Ensures safe efficient and cost-effective medication distribution while aligning pharmacy operations with overall health plan objectives including total cost of care reduction adherence improvement and member experience. Oversees clinical programs inventory management licensing and cross-
functional collaboration with medical pharmacy benefit and operations teams.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides strategic leadership and oversight of all pharmacy operations including dispensing clinical services logistics and patient support programs.
  • Develops and implements pharmacy strategies that align with organizational goals including cost containment adherence improvement and optimization of in-house dispensing versus external pharmacy utilization.
  • Oversees financial performance of the pharmacy including cost of goods sold (COGS) reimbursement margin optimization and vendor/wholesaler relationships.
  • Leads inventory management strategy including purchasing formulary alignment and optimization of drug acquisition channels.
  • Ensures compliance with all federal and state pharmacy laws and regulations including DEA Board of Pharmacy requirements and mail-order pharmacy standards.
  • Maintains and oversees all non-resident pharmacy licenses including proactively applying for licensure in new states to support organizational expansion and ensuring ongoing compliance with all multi-state regulatory requirements.
  • Develops implements and maintains pharmacy policies procedures and SOPs to support regulatory compliance audit readiness and operational consistency.
  • Oversees quality assurance and performance improvement programs including medication safety error prevention and continuous quality improvement initiatives.
  • Collaborates with internal stakeholders including medical management prior authorization teams and PBM functions to optimize medication utilization and member outcomes
  • Supports the development and execution of clinical programs in collaboration with the health plan to improve patient outcomes and reduce total cost of care.
  • Evaluates and implements operational enhancements including automation central fill models and technology integrations with pharmacy systems.
  • Oversees specialty pharmacy operations and limited distribution drug access strategies including manufacturer relationships and program participation.
  • Ensures appropriate handling and dispensing of specialty and high-risk medications including REMS program compliance.
  • Provides oversight of contract pharmacy relationships vendor partnerships and third-party service providers as applicable.
  • Leads mentors and develops pharmacy staff including pharmacists technicians and interns; oversees training programs including APPE student rotations.
  • Serves as a preceptor for health plan residents during dispensing rotations providing training oversight and performance evaluation.
  • Provides pharmacist staffing coverage as needed to support business continuity including coverage for planned and unplanned absences vacations and workload fluctuations.
  • Establishes and monitors key performance indicators (KPIs) related to operational efficiency cost savings adherence and patient outcomes.
  • Represents the pharmacy function in cross-functional leadership discussions and contributes to broader organizational strategy.
  • Work adhering to US regulatory and Quality System requirements (21 CFR 820 etc).
  • This position assumes and performs other duties as assigned.

  • Strong knowledge of pharmacy operations including mail-order specialty and managed care environments.
  • Expertise in pharmacy regulations accreditation standards and multi-state licensing requirements.
  • Demonstrated ability to manage financial performance including drug purchasing reimbursement and cost optimization.
  • Experience with pharmacy systems and data-driven decision making.
  • Ability to design implement and optimize operational workflows and clinical programs
  • Strong leadership and team development skills.
  • Ability to collaborate cross-functionally with clinical operational and executive teams.
  • Knowledge of drug therapy clinical guidelines and medication management principles.
  • Ability to analyze data and translate insights into actionable strategies.
  • Excellent communication skills with ability to present complex information to diverse audiences.

EDUCATION and/or EXPERIENCE

  • Doctor of Pharmacy (Pharm.D.) or Bachelor of Science in Pharmacy from an accredited institution.
  • Minimum of 8 years of progressive pharmacy experience including leadership or management responsibilities.
  • Master of Business Administration (MBA) or other advanced business degree preferred.
  • Experience in managed care mail-order specialty pharmacy or payer-owned pharmacy operations strongly preferred.
  • Experience with financial management pharmacy operations strategy and regulatory compliance.
  • Demonstrated experience developing SOPs quality programs and operational workflows.
  • Experience working with pharmacy technology systems and data analytics tools.

CERTIFICATES LICENSES REGISTRATIONS

  • Current and active Pharmacist Licensure issued by the Texas Board of Pharmacy.
  • Ability to obtain and maintain pharmacist licensure in multiple states as required.
