Description of Work

This Quota Monitoring Biologist is a member of the License and Statistics section of the North Carolina Division of Marine Fisheries (NCDMF) and will work within the North Carolina Trip Ticket Program. This position will be the lead biologist for commercial fishery quota monitoring responsibilities for the License and Statistics section and will be responsible for maintaining and implementing data quality controls and verification with quota monitoring and trip tickets. This position will also serve as the lead liaison between NCDMF and seafood dealers who use the VESL On-Line Reporting Program to submit their trip ticket data. This position will also be supervising an assistant quota monitoring biologist and will be responsible for researching future funding opportunities to support quota monitoring. This position will be responsible for training port agents and seafood dealers on how to use the VESL program for setting up VESL accounts for seafood dealers customer service calls on the VESL program and resolving data import issues. This position will be responsible for entering data into the eel pot monitoring database. This position will also be required to conduct analysis of trip ticket and quota monitoring data and to complete data requests for commercial fishermen seafood dealers and other biologists within the NCDMF. This position will also be reviewing reports writing reports and correspondence and maintaining Standard Operating Procedures. Strong verbal and written communication skills are necessary along with the ability to establish effective working relationships with staff internal customers and the public.

Key Responsibilities:
Enter and verify quota monitoring logs.
Implement data quality and control measures for quota monitoring data.
Act as liaison for seafood dealers with the VESL On-Line Reporting Program.
Supervise an assistant quota monitoring biologist.
Complete data analysis and request of trip ticket and quota monitoring data.
Verify quota monitoring data against trip ticket data.

Minimum Education and Experience

Bachelors degree in wildlife or fisheries management fisheries science zoology or a biological science or a closely related curriculum from an appropriately accredited institution and two years of experience in wildlife or fisheries management; or an equivalent combination of education and experience.
