About the Role
We are looking for an experienced Project Manager (Expert) to support large-scale digital transformation initiatives within the public sector.
In this role you will lead complex projects focused on improving data exchange reporting and digital services while working closely with local authorities stakeholders and cross-functional teams. You will also play a key role in coaching and strengthening business analysis practices within the team.
Key Responsibilities
- Lead the end-to-end analysis and delivery of complex digital initiatives
- Structure and define project scope priorities and strategic roadmaps
- Facilitate workshops and stakeholder interviews to gather requirements
- Translate business needs into clear deliverables (requirements decision documents frameworks)
- Ensure alignment with architectural principles such as scalability interoperability and reusability
- Monitor project progress risks and dependencies
- Provide clear reporting to stakeholders and program leadership
- Coach and support business analysts ensuring quality and consistency
- Collaborate with local authorities partners and vendors
Required Skills & Experience
Core Experience
- Minimum 8 years of experience as a Project Manager in infrastructure or development projects
- 10 years of experience in the public sector (mandatory)
- Strong experience in digital transformation initiatives
- Proven expertise in project management methodologies (PRINCE2 PMBOK etc.)
- Ability to transfer expert knowledge and mentor team members
Project & Process Expertise
- Strong experience with:
- Risk management and issue management
- Project planning and governance
- Hands-on experience with:
- MS Project
- MS Office (PowerPoint Excel)
- Solid understanding of ITIL frameworks
Stakeholder & Domain Experience
- Experience working with local government or public administration (preferred)
- Strong stakeholder management across multi-level organizations
- Experience with vendor/supplier management (preferred)
- Familiarity with data exchange platforms (e.g. Magda) is a plus
Language Requirement
- Fluent in Dutch (CEFR Level C2 mandatory)
