The QCRS Manager manages and oversees key capabilities of Tesseras Quality Control and Reliability (QCR) and Safety program at JBER AK. The Manager works closely with the client and site team leaders to provide Certified Reliability Leader (CRL)-aligned reliability leadershipbuilding a proactive reliability culture driving defect elimination and enabling risk-based decisions that protect safety mission readiness and lifecycle cost. Manages and oversees the QCRS Technicians and the overall site team to enable safe reliable high-quality infrastructure and operations that meet or exceed contract requirements. The success of this position will draw from Tesseras leadership competencies: Mission and Values: Safety Leadership; Operations Excellence; Customer Service; and Servant Leadership.

Typical duties include but are not limited to:

  • Responsible for assuring performance objectives and standards identified in the performance work statement/contract are met. QCRS Manager or alternate shall be on-site during the Governments regular working hours and shall be available as required in accordance with company policy.

  • Manage and oversee all aspects of the contractually defined QC program including QC Plan development and approval key control processes internal and client-facing reporting and ISO 9001 integration. Tesseras QCR program incorporates key reliability components implied in the contract (asset reliability is quality over time). This scope includes both FFP maintenance work orders and reimbursable (IQ) funded repair and minor construction projects.

  • Manage preparation and execution of QCR inspection schedules and follow-up actions for both randomized work orders and daily IQ reports IAW contract requirements. Leverage iPads Maximo and Power BI to streamline this process. Inspections look at both workorder results and asset condition over time (reliability) as appropriate.

  • Manage and oversee CRL-aligned reliability practices by partnering with the site team to (a) establish and sustain a reliability culture and aligned behaviors (b) ensure continual improvement and defect elimination (c) manage corrective and preventive actions (CAPA) at the appropriate level using 5 Why and Root Cause Analysis (RCA) and (d) apply risk-based prioritization to reliability work (criticality consequence and lifecycle impact) to improve asset performance over time.

  • Safety Compliance: Manage site safety compliance through the customization implementation and update of the Accident Prevention Program (APP). APP activities will include developing an inventory of all safety hazards associated with and appropriate safety risk controls for all Tessera activities and facilities within which these activities occur. These evaluations will be formalized using the Activity Hazard Analysis (AHA) process; completed AHAs will be uploaded to Tesseras mobile technology (Maximo) to enable real-time and ready access by facilities maintenance personnel supervisors and leaders. Perform as-needed updates to the APP and any other safety programs or policies.

  • Manage the ISO 9001 program including documentation auditing and certification of core TFM processes which leverages corporate TFM processes with site variations and innovation.

  • Integrate relevant safety observations into routine quality inspections.

  • Work with managers to formulate and implement policies and procedures to facilitate clarify and correct processes.

  • Must be able to read and understand the contract design sketches and maintenance/construction standards.

  • Analyze results and recommend measured performance results objectives and efficiency of the systems to management.

  • Through their own efforts as well as the efforts of the Quality Control and Safety Technicians and the collateral duty Safety Representatives manage development of a robust safety inspection program that is integrated into the mobile technology. Do trend analysis on these inspections to identify areas of safety improvement on an ongoing basis.

  • Manage involvement in the investigation and reporting of all safety incidents and notice-only events in the JBER workplaces. Partner with the Site Manager and the leadership team to conduct local and Home Office Green Table incident analyses using tools such as the 5 Whys and Human Factors Analysis Classification System (HFACS). This activity includes reporting all accidents injuries and illnesses to the Contracting Officer Representative (COR) in accordance with accident reporting procedures and timelines.

  • Partner with the Site Manager and leadership team to sustain employee engagement in safe practices including participation in the near-miss system. Responsible for the deployment collection and analysis of Tesseras annual Safety Culture Survey at JBER. Collaborates with the Home Office safety team to design and produce site-relevant safety promotion materials.

  • Responsible for maintaining accurate and complete safety performance data (incident notice-only first aid) prior to input into Workday Tesseras HRIS system. Conducts routine reviews of this data to identify any negative trends that need to be addressed.

  • Travel as required to outlying sites and Tesseras Home Office in Bremerton WA.

Qualifications:

  • Bachelors degree in quality management safety management or similar field preferred.

  • Minimum of five (5) years of quality management safety management or similar required.

  • Certified Reliability Leader (CRL) or CMPR certification required within 2 years of hire.

  • Industry-recognized Quality Control Certification preferred. Acoustic Thermography Level 1 certification preferred.

  • Must be able to lift and/or move up to 45 pounds.

  • May be required to reach kneel walk stand and use repetitive motion for several hours at a time based on position duties.

  • Work may require repetitive motion reaching lifting kneeling and walking. Standing or sitting for several hours at a time climbing in and out of a vehicle and up and down stairs may also be required.

  • Must have the perseverance to work effectively under pressure for extended periods of time.
