Summary:
The Isle of Wight Council is seeking a high-caliber seasoned local government leader to serve as the Interim Strategic Director of Finance and Deputy Chief Executive. This pivotal role carries the statutory designation of Section 151 Officer.You will provide steady expert leadership during a period of permanent recruitment ensuring the Council maintains robust financial stewardship and governance. Beyond the technical finance remit you will act as the primary deputy to the Chief Executive assuming the responsibilities of the Head of Paid Service when required and driving whole council transformation to ensure long-term financial resilience.
Responsibilities:
- Discharge all statutory duties under the Local Government Act 1972 ensuring the proper administration of the Councils financial affairs.
- Assume full responsibilities of the Head of Paid Service in the Chief Executives absence including emergency decision-making and organizational leadership.
- Lead the implementation of transformation and improvement plans identifying innovative ways to deploy funding to support growth and service excellence.
- Ensure rigorous internal audit and risk assurance frameworks are in place to protect the Councils assets and reputation.
- Represent the Isle of Wight Council externally championing the islands interests and strategic growth.
Qualifications:
- Must be a fully qualified accountant (CIPFA ACCA ICAEW etc.) with substantial post-qualification experience.
Essentials:
- A deep expert understanding of the Local Government Act 1972 (Section 151) and the wider regulatory framework governing local authority finance.
- A track record of successfully delivering balanced budgets in the face of significant funding reductions and economic volatility.
- Evidence of thinking commercially and creatively to maximize funding impact and organizational growth.
