ReNuke Services is seeking a Nuclear Principal Project Controls Estimator for our clients site in Charlotte NC
DESCRIPTION:
Workers at this level have advanced analytical and technical estimation project controls skills. They have an expert level of understanding of Project Controls methodologies and discipline. They lead the development of the reporting systems and analysis for complex project controls assignments.
Workers at this level are responsible for performing complex aspects of project forecasting cost alignment to schedules development of average unit costs cost analysis variance analysis budgeting basic accounting principles trending and burn rates change control and cost control while reporting up to program or portfolio levels with minimal to no supervision. They are able to identify problems and solutions for the organizations they support. They lead and coach other Cost/Estimation Analysts and are critical to the professional development of Project Controls Specialists who rank lower on the Project Controls hierarchy.
This position must be adept at picking up and using unfamiliar software and able to work with large data files. An advanced to expert level of experience in Excel is required for this role. Experience working in a PMO environment on a project controls team or in a project management working environment is required.
This worker must have proven and successful experience working with multi-million dollar or high risk projects.
Key Responsibilities:
* Develop and review detailed cost estimates for nuclear-related projects across engineering procurement and construction scopes
* Prepare bottoms-up and parametric estimates at various project phases (conceptual through definitive)
* Primary review of QTOs potentially perform/ validate one off quantity take-off cost normalization benchmarking and risk/contingency analysis
* Support estimate reviews variance analysis and management presentations
* Collaborate closely with project controls engineering and construction teams
REQUIRED QUALIFICATIONS:
* Demonstrated estimating experience on nuclear projects (commercial nuclear DOE or similar regulated environments)
* Strong understanding of nuclear safety quality and regulatory considerations impacting cost
* Experience estimating EPC or EPCM project scopes
* Proficiency with estimating tools (In-Eight) and advanced Excel-based models
* Solid understanding of labor productivity indirect escalation and contingency development
* This candidate must have experience with Nuclear projects (worked in nuclear facilities/nuclear construction). Specific experience on AP1000 projects.
* Graduation from a four-year college or university - business finance project management engineering technical or equivalent.
* Minimum of 9 years of project controls experience.
* Minimum of 11 years of project controls experience in lieu of a degree in project controls principles.
* Proficiency / Expertise with project management / project controls concepts / computer applications / analytics; strong collaborative team member.
* Ability to lead complex assignments
* Exceptional communication skills
PREFERRED QUALIFICATIONS:
* Familiarity with nuclear regulatory frameworks (e.g. NRC DOE)
* Experience working in highly regulated or safety-critical environments
* Strong communication skills and ability to support estimate reviews with stakeholders
* Masters - business finance project management or equivalent.
* PMI or AACE certification (the following or equivalent are acceptable - PMP CAPM PMI-SP AACE-CCC AACE-PSP AACE-CEP AACE-EVP).
* Demonstrated expertise in using Software such as MS Project/MS Office Suite Primavera Business Objects Prolog Passport Visio Access Powerplant Maximo or EAM PeopleSoft.
* Risk management tools / Monte Carlo analysis.
* Expert user of Excel
* Prior Utility experience.
