Main Purpose of Job

The State Personnel HR Officer plays a major role in the Miliary Departments mission of being ready to respond to support requirements of our State and Nation with a highly qualified team of Soldiers Airmen Civilians and Volunteer Forces by providing high level customer service in all areas of Human Resources services. This HR team serves over 200 regular and contractual State employees and over 4000 National Guard members when activated. The primary responsibility of this position is to perform a wide and diverse range of HR generalist functions and professional tasks to support the Human Resource services provided to all the programs under the Maryland Military Department and their position will serve as the MMD HR Office Manager and will manage the day-to-day operations of the Human Resources Office. The position will provide guidance to internal stakeholders and external stakeholders.

POSITION DUTIES

This position will providesupervision to the Agency Timekeeper and HR Officer. Theincumbent will ensure the seamless operation and compliance of various HRprocesses as well as manage the Timekeepers and HR Officers adherence to lawspolicies and guidelines.

Dutiesfor this position include but are not limited to the following:

*Process Family and MedicalLeave Act (FMLA) and other medical leave events.

* Collaborate with IWIF(Injured Workers Insurance Fund) representatives to resolve any worker injury reportsand advocate for both the employee and organization.

*Serve as an agency TimekeeperApprover.

* Function as an HR Generalistperforming full cycle recruitment agency benefit coordination and agencyretirement coordination.
* PerformEmployee Relation functions to include investigatory interviews and draftingrecommendation memos.

MINIMUM QUALIFICATIONS

Experience:Seven years of experience three years of professional HR experience involving recruitment and employment servicesclassification and compensation employee relations test development and validation job analysis job evaluationsalary administration HR program evaluation or HR policyformulation and an additional four years of professional HRmanagement work experience in the areas of recruitment and selection classification salary administration employee relations or test development and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of therequired experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures policies rules and regulations tospecific employment actions. Appropriate paraprofessionalpersonnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnel-related rules andpolicies preparing personnel-related reports conducting employee orientation counseling employees regardingbenefits and obligations and responding to inquiriesconcerning employment procedures.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and three years of professional HR experience involving recruitmentand employment services classification and compensationemployee relations test development and validation job analysis job evaluation salary administration HR program evaluation or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration human resources management business administration public administration statistics tests and measurements psychology or a relatedfield for up to six years of the required experience.

may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resourcesmanagement specialty codes in the human resources management field of work on a year-for-year basis for therequired experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Atleast one (1) year of experience supervising multiple employees.
2. Experience in performing employee relation functions such asinvestigation interviews drafting memorandums etc.
3. Experience utilizing Workday for HR functions.
4. Experienceas a State of Maryland timekeeper or timekeeper approver.
completing full cycle recruitments and using JobAps.
and knowledge on State Retirement and Employee Benefits.
7. Experience processing IWIF and FMLA.

LIMITATIONS ON SELECTION

Must be a current or former State of Maryland employee.

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
