Description of Work

The HMAP Program Consultant position monitors supports and reports on activities related to the North Carolina Ryan White Part B Eligibility and Enrollment Determination Solutions (NC REEDS) within the North Carolina HIV Medication Assistance Program (NC HMAP).

This role maintains NC REEDS operations provides training technical assistance and user support and reviews data for completeness and accuracy to inform program reporting. Work is performed in collaboration with case managers insurance navigators pharmacy staff pharmacy benefit manager staff HMAP staff Ryan White Part B program staff contracted vendors medical providers jail staff HMAP clients and other stakeholders.

The HMAP Program Consultant applies public health administration practices Ryan White Care Act context HIV care and ADAP services knowledge and general data analysis procedures to sustain eligibility and application workflows across HMAP.


Key Duties Include:
- Monitor and maintain NC REEDS to support continuous operations and accurate eligibility and enrollment determinations.

- Provide technical assistance and user support for NC REEDS logging tracking and resolving issues for case managers insurance navigators pharmacy teams program staff and other users.

- Develop update and publish training materials for NC REEDS ensuring content reflects current processes and program requirements.

- Deliver trainings and refreshers to NC REEDS users coordinating schedules tracking attendance and documenting competencies.

- Review NC REEDS data for completeness and accuracy identify discrepancies and implement corrections in coordination with program staff.

- Generate routine and adhoc reports on NC REEDS user activity data quality findings and support trends to inform program decisions.

- Collaborate with contracted vendors and internal program teams to troubleshoot system issues document resolutions and communicate changes to users.

- Coordinate and contribute to HMAP activities including program enrollment eligibility processing insurance coordination and medication dispensing workflows.

- Engage field case managers medical providers jail staff and other stakeholders to clarify requirements share updates and support consistent application of HMAP processes.

- Maintain organized records of trainings support requests data reviews and reports to ensure auditable documentation of NC REEDS and HMAP activities.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $52592.00 - $92036.00

Recruitment Range: $52592.00 - $58603.00

  • Demonstrated experience administering largescale or agencywide program operations including coordinating processes monitoring workflow and maintaining documentation to support consistent implementation.

  • Proven record of analyzing program information and operational data to identify technical issues develop solutions and support informed decisionmaking within a complex program environment.

  • Documented experience interpreting and applying established policies procedures and regulatory requirements to guide program activities and resolve operational challenges.

  • Demonstrated proficiency (intermediate or higher) in preparing written reports summaries and program materials that communicate technical information clearly to staff officials and external stakeholders.

  • Expert-level proficiency in maintaining effective working relationships with internal personnel public officials and community partners to promote program objectives and support coordinated service delivery.
