Job Summary
The Regional Manager oversees operations for multiple affordable housing communities across Northern California Oregon and Washington within the Northwest Region. This position provides direct supervision leadership and guidance to Property Managers and Administrators within the assigned portfolio ensuring full compliance with HUD Section 8 LIHTC REAC/NSPIRE standards and all applicable federal state and local affordable housing regulations.
This role is responsible for maintaining operational efficiency ensuring properties meet safety and regulatory standards and fostering strong relationships with residents local boards governmental agencies and corporate staff. The Regional Manager will support both on-site teams and remote operations as this position includes a combination of field travel and remote work responsibilities.
The ideal candidate will possess strong working knowledge of REAC (Real Estate Assessment Center) inspections NSPIRE protocols Management and Occupancy Reviews (MOR) annual and interim recertifications EIV compliance Fair Housing requirements and state housing finance agency audits.
Key responsibilities include preparing and reviewing operational and financial reports; overseeing compliance audits recertifications and regulatory reviews; addressing resident concerns; conducting regular property inspections; managing budgets and financial performance; providing staff training and performance oversight; and ensuring ongoing regulatory compliance. Frequent communication with HUD field offices and maintaining professional working relationships with HUD representatives and other regulatory agencies are essential components of this role.
Key Responsibilities
Operational Oversight
- Oversee daily operations of multiple affordable housing communities within the region.
- Ensure full compliance with HUD Section 8 LIHTC REAC/NSPIRE Fair Housing and other affordable housing regulations.
- Conduct routine site inspections to ensure properties meet REAC/NSPIRE physical inspection standards and maintain safe decent and sanitary housing conditions.
- Oversee preparation and readiness for REAC inspections NSPIRE inspections Management & Occupancy Reviews (MORs) state agency file audits and other regulatory reviews.
- Ensure timely and accurate completion of annual and interim resident recertifications income verifications and EIV reporting requirements.
- Monitor adherence to company policies HUD handbooks LIHTC compliance manuals and regulatory agreements.
- Handle resident complaints and resolve issues promptly and professionally.
Reporting & Compliance
- Prepare and review required reports certifications contracts and correspondence for local boards HUD offices and state housing finance agencies.
- Ensure timely submission of required documentation for LIHTC compliance (including annual owner certifications) HUD TRACS submissions EIV monitoring and state reporting requirements.
- Oversee preparation for and response to findings from REAC inspections MORs Fair Housing audits and financial compliance reviews.
- Periodically visit local HUD offices and regulatory agencies to maintain strong professional relationships and proactively address compliance matters.
- Monitor corrective action plans and ensure timely resolution of audit findings.
Financial Management
- Monitor monthly financial statements to ensure properties operate with positive cash flow.
- Approve expenditures over $1000 and assist in preparing annual operating and capital budgets.
- Review and analyze financial data occupancy trends receivables and subsidy payments to identify risks and opportunities.
- Collaborate with site teams to minimize vacancy loss and maintain regulatory rent limits.
Training & Development
- Provide ongoing training to Managers/Administrators on:
- HUD Section 8 compliance
- LIHTC program requirements
- REAC/NSPIRE inspection standards
- Annual and interim recertifications
- EIV compliance
- Fair Housing regulations
- State and investor audit preparation
- Conduct workshops to strengthen file compliance audit readiness and regulatory reporting accuracy.
- Ensure site staff remain current on regulatory changes and HUD notices.
Leadership & Communication
- Maintain regular communication with the Director of Affordable Housing Operations.
- Attend board meetings and agency meetings to provide operational and compliance updates.
- Represent the organization professionally in interactions with HUD representatives state agencies investors and community stakeholders.
- Foster a positive accountable and compliance-driven culture among Property Managers/Administrators.

- 25%: Conduct site visits REAC/NSPIRE readiness inspections attend board meetings and meet with regulatory agencies.
- 30%: Manage oral and written communications with Managers/Administrators HUD offices state agencies boards and corporate staff.
- 20%: Review financial statements and assist in preparing annual budgets.
- 15%: Lead compliance training and audit preparation sessions.
- 10%: Address legal matters regulatory findings and contract reviews.
Required Qualifications
Experience:
- Minimum 5 years of progressive experience in affordable housing management including oversight of HUD Section 8 and LIHTC properties.
- Demonstrated experience preparing for and responding to REAC/NSPIRE inspections MORs state agency audits and investor compliance reviews.
- Experience overseeing annual and interim recertifications EIV compliance TRACS submissions and LIHTC reporting requirements.
Knowledge:
- Comprehensive knowledge of HUD Section 8 regulations LIHTC compliance requirements REAC/NSPIRE standards Fair Housing laws and affordable housing regulatory agreements.
- Strong understanding of affordable housing annual audit processes including financial audits file audits and state housing finance agency reviews.
Education:
- Bachelors degree in Business Administration Property Management Public Administration or a related field preferred.
Certifications (Preferred):
- Certified Occupancy Specialist (COS)
- Tax Credit Specialist (TCS)
- Housing Credit Certified Professional (HCCP)
- REAC/NSPIRE certification or documented inspection training
- Any other relevant affordable housing compliance certifications
Technical Skills: Proficiency in property management software (e.g. Yardi RealPage) and Microsoft Office Suite. Experience using HUD systems including TRACS and EIV.
Leadership: Strong leadership and mentoring skills with the ability to train teams in compliance-heavy environments.
Communication: Excellent verbal and written communication skills.
Analytical Skills: Ability to analyze financial reports compliance data and audit findings to recommend corrective actions.
Travel: Must be willing to travel frequently to property sites within the region.
Physical Requirements
- Ability to visit and inspect properties including climbing stairs and walking long distances.
- Must be able to lift or carry up to 25 lbs. occasionally.
