Job Summary
Salary range is $81K to $180K with a midpoint of $129K. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

This is a term-limited position of 5 years.
GENERAL PURPOSE:
Under general direction of the Director of Administrative Services the Senior Project Manager plans manages and implements agency-wide projects in support of Administrative Services. The Senior Project Manager manages the scope schedule and budget for assigned projects; develops and implements workplans and tools; leads cross-functional collaboration; and coordinates with departments consultants and external partners to achieve project objectives. This role requires a strategic customer-focused approach to program delivery and change management within a dynamic matrixed environment.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.
- Leads the planning implementation and completion of assigned projects and programs in alignment with Administrative Services and agency goals.
- Develops manages and continuously improves processes programs and tools that support efficient operations of the Administrative Services Division.
- Manages project budgets schedules and resources to ensure projects are delivered on time within scope and within budget while maintaining quality.
- Coordinates across divisions departments and external partners to ensure alignment resolve issues and support timely decision-making.
- Serves as a resource of support and guidance for project managers and program leads agency-wide.
- Leads consultant procurement and contract management activities including development of scopes of work and oversight of consultant deliverables.
- Oversees workspace planning and implementation projects that enhance collaboration and employee experience at the core campus and related facilities.
- Conducts assessments and gap analyses of agency programs and practices to inform recommendations and implementation strategies.
- Provides leadership for process improvement and change management initiatives within the Administrative Services Division.
- Prepares and presents reports summaries presentations and briefings for executive audiences.
- Manages competing priorities and multiple projects simultaneously with a detail-oriented organized approach.
- Champions and models Sound Transits core values and demonstrate values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors Degree in Business Administration Public Administration Urban Planning Project Management or a related field. Five years of experience performing project management implementation research analysis and/or administrative support for planning public policy transportation or related programs;Or an equivalent combination of education and experience.
Required Knowledge and Skills:
- Principles practices and techniques of project and program management.
- Methods and tools for developing tracking and reporting project scope schedule and budget.
- Experience managing projects in a matrixed organization and coordinating across multiple divisions or disciplines.
- Strong analytical problem-solving and organizational skills with the ability to manage multiple priorities simultaneously.
- Skill in contract management consultant oversight and procurement processes.
- Excellent communication skills including the ability to prepare and present information clearly to executives stakeholders and diverse audiences.
- Ability to establish and maintain effective working relationships with internal and external partners.

Physical Demands / Work Environment:
- Work is performed in a standard hybrid office and field environments.
- Positions working in field may occasionally be exposed to dangerous machinery extreme weather conditions physical harm hazardous chemicals and/or extreme noise.
- Position includes occasional weekend/night shifts; position is responsible for assisting with move activities which happen over weekends to limit disruption to employees.
- Position is required to inspect buildings for site visits and walk throughs. May be subject to bending hearing kneeling talking seeing and walking.
